Social Assistance System Innovation Research In Heilongjiang Province

With the development of human society,poverty and human social history accompany each other.Social assistance is the oldest system in the entire social security system.Thousands of years ago,the government of our country has become a country in China by providing assistance to the poor in society and the poor families they live in.The last safety net in the social security system has made outstanding contributions to social stability,fairness and harmony.At the same time,with the progress of our society and the passage of time,the institutional framework and specific operational aspects of the social assistance system have inevitably exposed some problems.This article through the research on the practice of social assistance system in the main production area of ? ?grain in Heilongjiang Reclamation Region for more than a decade,in-depth analysis of some deep-seated problems,and put forward corresponding countermeasures and suggestions.This article first introduced the relevant laws and regulations and current research status of social assistance systems at home and abroad,analyzed the historical evolution and current situation of the social assistance system in Heilongjiang Province,reviewed the development of social assistance in Heilongjiang Reclamation Region for more than 10 years,and combined with the guarantee of minimum living costs for urban residents.The implementation of relevant laws and regulations on social assistance such as the Regulations and the“Provisional Regulations on Social Assistance” explored the main problems existing in the implementation of the social assistance system in Heilongjiang Reclamation Region from the perspective of public policy,mainly including the lagged construction of social assistance laws and regulations and social assistance.Problems such as decentralized resources,limited coverage of social assistance,inadequate implementation of social assistance systems,difficulty in checking the income of social assistance recipients,and scientific and reasonable social assistance standards are not sufficient.Finally,policy recommendations for innovation of the social assistance system in Heilongjiang Reclamation Region were proposed.That is,through the adjustment of public policies,thelegalization process of the social assistance system in Heilongjiang Reclamation Region will be accelerated;the use of information technology will be fully utilized to promote the standardized management of the social assistance system in the Heilongjiang Reclamation Region;We will set up a social assistance system for the urban minimum living guarantee marginal households and“disbursement-poor families” as soon as possible;strengthen cooperation among various departments in the Heilongjiang Reclamation Region,establish and improve the comprehensive social assistance system in the Heilongjiang reclamation area;strengthen employment and reemployment work,and eliminate society The capacity of the helpee is poverty-stricken and helps people to help themselves;increase the charitable assistance in the Heilongjiang Reclamation Area;encourage the social forces in the Heilongjiang Reclamation Area to participate in social assistance;help the poverty-stricken population in the Heilongjiang reclamation area to escape poverty;and establish scientifically the social assistance standards that coincide with the economic and social development,etc.Promote the Sustainable Development of Social Assistance System in Heilongjiang Reclamation Region.
