| Since the 18 th National Congress of the Communist Party,the central committee headed by Xi Jinping has been deeply conscious of our fight against corruption and the urgent need to construct a corruption-free government.From the standpoint of the party leadership and with national interest in mind,the committee calls for a "zero tolerance" attitude to combat corruption,and proposes a three-step strategy that consists of imposing severe punishment to deter corruption,eliminating grey areas for committing corruption,and cultivating an administrational culture that is free of corruption.The construction of a corruption-free culture as the permanent cure proves to be the driving force for the anti-corruption policy construction,serving as an educational and complementary element to achieve our strategic objectives.As part of the advanced socialistic culture with Chinese characteristics,and also part of our nationalistic spirit legacy,Beidahuang Spirit originated in Heilongjiang Reclamation Area,embodies our patriotism,socialism and collective spirit,and is rich in anti-corruption connotations.By promoting Beidahuang Spirit,exploring its integrity connotations,we will make important contribution to the construction of a corruption-free culture in Heilongjiang Reclamation Area.This paper divides into four chapters.The first chapter explores the formation and main contents of the Beidahuang Spirit.This chapter provides the basic information of the Beidahuang Spirit,its construction and formation,giving the reader an initial understanding;Moreover,this chapter discusses the four main characteristics of the Beidahuang Spirit: forbearance,enterprising spirit,altruism,and selflessness.The focus will be on how the spirit nurtures a culture of aggressive seeking,selfless dedication,hard working,thrift and economy,innovative exploration,resignation to public interests,unselfish devotion to duty,indifference to fame and personal gains,and subjection of individual concerns to communal needs.The second chapter focuses on a corruption-free culture.This chapter defines the concept of a corruption-free culture,and introduces a corruption-free culture from respectively spiritual,institutional,and material perspectives.Chapter three examines the current state of the construction of a corruption-free culture in Heilongjiang,analyzes spiritual,institutional,and material achievements of our constructive efforts so far,and reveals the underlying causes for existent problems,in order to provide a complete picture of the cultural construction in Heilongjiang Reclamation Area.The fourth chapter engages with specific policies for the corruption-free culture construction.This chapter discusses how to carry forward the Beidahuang Spirit with a firm idealistic faith,to promote civic behavior construction,to develop spiritual discipline in order to strengthen an administrational culture of integrity.This chapter also discusses how to strengthen the overall design,the optimization of power structure,and perfection of political system,in order to facilitate the construction of a corruption-free culture.In a word,this part focuses on how to utilize the spiritual resources of Beidahuang to strengthen the construction of a corruption-free culture. |
