Research On The Construction Of Chinese Government Data Open Platform

Since the introduction of the "action to promote the development of big data" in 2015,the opening of government data has become an important issue related to the public information of our government,the open government affairs,the sustained economic development and the continuous progress of the society.Government departments and related technical enterprises have a strong sense of mission,deep sense of responsibility and a strong spirit of reform and enterprising spirit to promote the integration of government resources and the opening of government data.Under the environment of rapid development of Internet,rapid progress of big data technology and increasing demand for cloud computing,the smooth progress of government data opening depends on constantly innovating data technology and mature means and tools,which give opportunities of government data open platform rapid development.The construction of government data open platform is directly related to the construction of service-oriented,transparent,democratic,sunny and responsive government,the protection of citizens' right to know,the right of data,the sustainable development of society and the continuous progress of civilization.therefore,we should fully learn from the relevant theories and practices at home and abroad,grasp the current situation of construction,and choose the appropriate research methods,through the detailed analysis of the construction subject,the construction content and the construction rules of the government data opening platform,some feasible strategies are given to solve the cross problems and the construction shackles.In addition to the introduction and conclusion,this article is divided into three parts.The first part is the concept and theoretical foundation of the government data open platform,according to the order of the government data,the opening of government data and government data open platform,the connotation and extension of government data open platform has been gradually determined,the characteristics of relative openness,data originality,openness and interaction and dynamic development of government data open platform are analyzed,and the theoretical basis for the construction of government data open platform is analyzed in detail.The second part is the current situation and existing problems of data opening platform construction of Chinese government,it is considered that there are three problems: the main body of the platform is not enough,the content of the platform is not complete,and the rules of platform construction are not perfect enough,the main reasons for the above problems are the backward thinking,the lack of quality and ability,the low public participation enthusiasm,the limited information literacy,the imperfect laws and regulations and the imperfect policy system.The third part is the strategy to promote the construction of data opening platform of Chinese government,by encouraging social participation,expanding the scope of the main body of the platform,strengthening the inter departmental cooperation,integrating the content of the platform construction,perfecting the open management mechanism of the data and perfecting the rules of the platform construction,three strategies can effectively solve the shackles and obstacles of the construction of the open platform of our government data.
