Since the beginning of the 21 st century,with the development of people's life in our country,the wave of domestic reform has continued to advance from the economic and political fields to the social and cultural fields.In the process of the transfer of government functions,on the one hand,a series of policy documents and targets have been issued starting from the innovative social governance system;on the other hand,a large number of social organizations have emerged,and the service areas and sectors involved have become increasingly widespread.As an important part of public services,public cultural services play an important role in building advanced socialist culture,prompting the government to pay extensive attention to the cultural field.However,with the rapid development of society,the contradiction in the public cultural service field in China with the fact that the level of public cultural services lags behind the rapid increase in the actual needs of the people is increasingly evident.Therefore,it is of great significance to regulate sustainable development in the field of cultural services in the field of cultural services.With regard to the construction of a public cultural service system,the government began to explore the structural reforms of public cultural services.From the transfer of government functions to the purchase of cultural services by the government,public cultural services are the most important part of reform in the cultural field.In this context,the academic community is more concerned with the study of thecooperative relationship between government and social organizations and proposes relevant cooperation-related approaches such as cooperation,the process of cooperation,the relationships in cooperation,the performance evaluation of cooperation processes,and cooperation.The early period of mid-term supervision and so on.Fewer scholars study the functions,authorities,advantages,and responsibilities of the government and social organizations in supply.What are the respective functions of the government and social organizations in the cultural field? Whether the functional boundaries between each other have the possibility of mutual penetration or a more prominent one of them.With a view to seeking a functional boundary between government and social organizations in the provision of public cultural services.Social organizations took over the baton of the government's role transformation,and took on a part of the public cultural services and products as independent multi-center governance entities.To a certain extent,it changed the previous government's idea of leading the provision of public cultural services.As an important party in the provision of public cultural services,social organizations have important influence factors in the entire public cultural undertakings.Identify the main responsibilities and objectives of social organizations and governments in theprovision of public cultural services,effectively define the functional boundaries between the two,and each play a long-term role in the field of public cultural services.From the perspective of multi-central governance,this article discusses the main position,function,supply method,responsibility boundary scope and respective advantages of government and social organizations in public cultural services.And analysis of the possibility of functional boundaries.Put forward appropriate countermeasures that suit the national conditions of our country and reflect the possibility of the boundary between government and social organizations in the construction and development of the socialist public cultural service system.The results of this study can be directly applied and practiced.
