The electoral system is the cornerstone of a modern democratic system.Citizens,through the election of representatives to form a parliament/congress,determine all aspects of the country's affairs.This is the most important way for the legalization of the ruling class regime in modern countries.The nomination system is the entrance to the entire electoral system.Candidates can enter the final election process to a great extent depending on the nomination stage.Therefore,the study on the theory and practice of the election nomination system plays a decisive role in improving the electoral system.Voter joint nomination is one of the ways in which the candidate for the election of deputies to people's congresses under the county level in China,as stipulated in Article 29 of the Election Law of China,proposes procedures.Tenants or more are required to nominate candidates.The system of people's congresses is a fundamental political system that guarantees that the people are the masters of their own affairs and that the people are democratically elected.At the same time,as the ruling party of our country,the Chinese Communist Party leads the people of all ethnic groups in China to carry out socialist construction,relying on political leadership,organization,leadership,and ideological leadership.If the country is governed by the constitution and ruled by law,it must be adept at advancing the party's own will through legal procedures.Nationalwill.Therefore,aiming at the practical problems and inherent problems in the electoral system of the National People's Congress,constantly improving the electoral system of the National People's Congress is conducive to China's socialist rule of law,and consolidating our party's ruling foundation.The theoretical and practical research on the nominated candidate of the voters is an important part of the improvement of the electoral system of the people's congress.It is an important theoretical basis for the realization of the election of deputies to the people's congress from the confirmation type to the competitive type.The nomination of candidates for deputies to the NPC occupies a very important position in the election.After a long period of development,the development of nominations by various political parties and people's organizations has been increasingly perfected,but the process of nominating voters to directly reflect the will of voters has been slow,which is not conducive to the direct democratization of grassroots people's congressional elections.This article intends to conduct research and discussion on the nomination of voters in terms of theory,practice,relations with all parties,and suggestions for improvement.It will help stabilize the election of grass-roots deputies in China.This article is divided into four chapters.The first chapter first outlines the candidates for the nomination of joint voters in China.To list typical cases of the grassroots people's congressional electoral candidates in the election,and to sum up the practical difficulties in the nomination candidates for the Chinese voters.The second chapter focuses on the theoretical basis for the candidates for the joint nomination of voters.From the classical theory of democracy,the theory of modern democratic elections,and the practice of nominating Western capitalist elections to the discussion of proletarian election theory and practice,the democratic necessity of the development of joint nominations for voters is demonstrated.The third chapter discusses the relationship between the nominated voters and the nominations of political parties and groups,the relationship with the party's leadership,and focuses on the relationship with the party's leadership.It is concluded that the adherence to the party's leadership and the development of electoral nominations are consistent.Itproposes the establishment of a healthy interaction between the two types of nominated candidates and the possibility of absorbing the beneficial experiences of direct election practice for township voters.The fourth chapter mainly proposes several suggestions on how to perfect the joint nomination of voters,including suggestions on theoretically adhering to the leadership of the party,respecting the will of voters,making laws and procedures perfect,implementing policy guidance in implementation,and propagating and mobilizing work.
