The Problems Existing In The Grassroots People's Congress Elections In Our Country And The Countermeasures

The people’s Congress system is China’s fundamental political system, all rights in Chinabelongs to the people.Deputies to people’s congresses are subject, representing the people’sexercise of the right of ownership.Deputy to the National People’s Congress as main body of theNational People’s Congress who represents people bearing responsibility to management stateand social affair.The electoral system of the people’s Congress of China after a series of reform,more and more perfect,The basic people’s Congress election as basic part of the whole system,play an important role in the construction of the democratic politics in china.However, with thedevelopment of society and economy, the continual emergence of new circumstances, someproblems exposed in the electoral process of grass-roots deputies, such as voting enthusiasm islow, the redistricting unreasonable, lack of competition mechanism, supervision mechanism isnot sound.Aiming at these problems, this paper proposes to improve the voting enthusiasm,strengthening the supervision of elections, the scientific division of constituencies, perfectregistration system, improve understanding on the election voters, strengthening of politicalparticipation of the four measures. These measures are sought in the system framework toexplore the path to further improve the people’s Congress election at the grass-roots level inChina.Therefore, voters voters voters enthusiasm is not the problem itself, the negative effect butour policy orientation brings.The innovation of this paper is to use a combination of "public" in economics from publicchoice theory of voters to analyse why voters enthusiasm is relatively low the problem, threepossibilities, and affect the benefit cost from the voters to vote on the election results to analyzewhy the problem of low voter enthusiasm.The voting efficiency refers to voters voted to get thebenefit, the cost including the voters voted for the time, money, energy and other costs paid byvoting.Only in a vote expected benefits, or through the tradeoffs that voters pay vote is worth theprice situation, the voters will have the initiative and enthusiasm, to vote at the same time, whenpeople think that their vote or not to vote any impact or influence is not big, rather than vote.The full text is divided into four chapters. The first chapter, introduces the backgroundand significance of the topic; the second chapter, introduces the theoretical basis, China’sNational People’s Congress election system development process, basic principle and perfect theNational People’s Congress election system significance. The third chapter, analyzes the existingproblems in the Basic NPC Representative election. The fourth chapter, in view of the existingproblems, according to the actual situation in China, puts forward the countermeasures to perfectthe Basic NPC Representative Election system.
