activities.The distance from the people's communication effectively asks the people and serves the people.However,in the course of development,public servants microblogging also encountered a series of challenges and changes,such as the phenomenon of “zombie microblogging”,the contradiction between public and private identity,the conflict and adjustment of discourse expression,and the disposition of accounts after the change in the position of public servants.The requirement of participatory governance is inconsistent,which has hindered the public administration of microblog participation in social governance in China.The research on participatory governance starts with the discussion of governance theory.Participatory governance requires that social organizations and citizens directly and autonomously participate in the governance process of social and public affairs,and develop the participation of multiple entities such as government,enterprises,social organizations,and individual citizens.Cooperation,consultation,partnership,and participatory governance are instructive for public servants to participate in social governance and construct multiple entities to participate in social governance.This article takes the public servant microblog as the research object,introduces the participatory governance theory into the specific practice of the public service microblogging operation,studies the specific practices of the public servant microblogging participation in social governance,and discusses its actual utility through macro and micro analysis.The way to play a role in discovering its discourse expression strategies,feature elements,and major service areas,etc.,and discussing and analyzing the three major difficulties in the development process of public service microblogging participation in the process of social governance,and implementing the participatory governance for public servants microblogging.To provide ideas and to develop a participatory governance theory,analyzes the progress of citizen participation in the Internet age,promotes the change of governance model,and clarifies some basic concepts about public service microblog.The first chapter elaborates the basic connotation of participatory governance theory,discusses in depth the subject,the subject and the path of participatory governance under the network
