Study On The Social Security Incident Collaborative Network Based On The Perspective Of National Security Concept

Under the theme of peace and development,China's national security and social stability are faced with the dual pressures of safeguarding national sovereign security and development interests and safeguarding political security and social stability.On the one hand,all kinds of strategic games and the regional economic risks in all areas of the world have intensified,which seriously threatens the security and integrity of our territory,airspace and territorial sea.On the other hand,the threat of violent terror,ethnic separatist forces,and religious extremist forces are superimposed,affecting political security and social stability.The governance of social security incidents,especially the violent terrorist attacks under the control of the overseas ethnic separatist forces,is related to the unity of our nation,the development of social stability and the practice of the national security concept.In the current passive emergency response management can not meet the real needs of the risk of social circumstances,based on the perspective of National Security Concept,to promote social security governance from passive response to security incidents to the overall protection of the security changes,and to change the main body from the national government to the whole society,is to safeguard national security,and to achieve the country's long-term stability of the inevitable requirements.Therefore,it is of great significance to maintain social stability,political security and national security based on the perspective of National Security Concept and explore the characteristics and requirements of collaborative governance network of social security events.Firstly,according to the evolution mechanism of social security events,the social security events is divided into three stages,early disposal,emergency response and rehabilitation.On this basis,the author analyzes the multi-participant organizations of governance network by integrating the theory of networked governance,and constructs the framework of social security incident collaborative governance network analysis based on the orderly cooperation between cooperative governance theory organizations.Secondly,according to the framework of the collaborative governance network analysis of social security incident,through the textual analysis of the legal documents such as the Anti-Terrorism Law of the People's Republic of China and the National Emergency Response Plan for Public Emergencies,this paper the necessity of social security event management and its essential requirements,and the establishment of social security incident institutionalized collaborative governance network.In addition,select the typical case,according to the social security incident collaborative governance network analysis framework to carry out empirical comparative study.On the one hand,taking the case of serious violent terrorist attacks in Kunming as a typical case,this paper explores the interactive relationship between governance organizations in different stages of social security events,and further collects the interactive data of each organization in the process of event management,and analyzes the attribute characteristics,core organization and structure hole of collaborative governance network in different stages of the event.On the other hand,based on the social security incident institutionalized collaborative governance network,this paper makes a comparative study with the actual governance network from the aspects of network cohesion and key organization,and sums up the commonness and characteristics of the two Collaborative management of network optimization strategy to provide theoretical support.Finally,the paper puts forward the optimization strategy of social security incident management network in China.In terms of the overall attributes of the network,it is necessary to construct the cooperative governance network with the integration of vertical and horizontal interaction,and improve the cohesion of the whole network of social security events by improving the organizational structure.In the main structure,to protect the core of the government's leading position to encourage social forces to participate in collaborative governance;and by strengthening the social organization's own construction,deepening the normal organizations,regulate the emotional support between organizations,encourage the exchange of resources between organizations with interaction.In the core organization,identify the core organization in the network,pay attention to play the role of the central authority and intermediary organizations.In the aspect of network evolution,we grasp the dynamic evolution law of social security incident collaborative governance network,constantly adjust the structure of governance network,ensure the flexibility and dynamic of the network,and improve the governance effect of social security incident collaborative governance network.
