Research On The Construction Of The Prevention And Control Mechanism Of Linkage Between Police And Security Guards From The Perspective Of Social Security Governance Innovation

Based on the governance theory,social security governance emphasizes "subject innovation" and "structure innovation",and advocates co-construction,co-governance and sharing of government,market and society,and relies on multi-agent consultation,collaboration,interaction and cooperation.As an important force of social security governance in China,security guards play an important role in the innovation of social security governance.In recent years,the linkage between police and security guards is a topic of concern for the practical departments.The linkage can be summarized as collaborative governance between police and security guards.The goal of the linkage between police and security guards is to give full play to the security guards' functions of public security prevention,early disposal and social service.The linkage between police and security guards is based on the integration,instruction and dispatch of the security guards to guide security guards to assume social responsibility.It is necessary and feasible to construct the prevention and control mechanism of the linkage between police and security guards.The linkage between police and security guards has the following public security values: first,to strengthen overall prevention efficiency through integrating security guards;second,to use rapid response to show the advantage of early disposal of security guards;third,to take advantage of security guards in a wide range of ways to broaden the collection channels of public security information;fourth,to guide security guards to implement part of the non-core police work in order to reduce the burden on the police;fifth,to take the time and space advantage of security guards to enhance the public's sense of security.At the same time,the linkage between police and security guards complies with the macro policy spirit of public security governance,and the security service industry has resource advantage,and security guards' ability to prevent and control is moving towards specialization,and the informatization development of public security prevention and control is rapid.These existing favorable conditions indicate that it is feasible to construct the prevention and control mechanism of the linkage between police and security guards.However,the construction of the mechanism also faces many subjective and objective obstacles at the government level and the industry level.It is necessary to seek solutions in the process of the construction of the mechanism.It is a systematic project to construct the prevention and control mechanism of the linkage between police and security guards,which should be provided strong support from the top-level design.At the same time,it should be concretely implemented from six aspects: positioningobjective,defining responsibility,designing process,organization and management,technological support,supervision and assessment.In order to solve the obstacles in the construction of the mechanism and ensure the long-term operation and sustainable development of the mechanism,the following five safeguard measures should be implemented: first,to improve the economic benefits of security service companies;second,to enhance the sense of acquisition of security guards;third,to improve the training system of security guards;fourth,to build good public relations for security guards;fifth,to keep continuous improvement based on performance evaluation.
