Research On The Local Government Responsibility In The Community Home Care

For a long time,the mainstream pension mode in China is dominated by family endowment and accompanied by a small number of nursing home.With the rapid development of economy and the acceleration of industrialization and urbanization,especially the accelerated transformation of the social structure,Great changes have taken place in the way that people live: the trend of urban family miniaturization and centralization is speeding up,and the number of empty nest families is gradually increasing.And the influence of traditional concepts and the huge cost of nursing home makes nursing home cannot be popularized,so the community home care service system came into being.In the process of developing community home care,the government must assume the leading responsibility and the government should build a community home-based care service system to meet the needs of the society within the scope of its responsibilities.At the same time,the government should also look for the best way to perform its duties.It should not be absent in the process of performing its duties,nor should it be overly involved in market activities,resulting in the offside of its duties.This paper analyzed the government responsibility of the community home care in weiyang district of xi 'an combines the theory of public goods,the theory of mufti-welfare,the theory of government purchase service and the theory of government responsibility,analyzes the position of government's responsibility in urban community home care service.And based on the typical experience of foreign city government and domestic city government in community home care,analyzes the reasons of government responsibility deviation.At the last of this paper,based on the actual situation puts forward the countermeasures of perfecting the government function in the development of home care in urban communities from several angles.The author thinks that the local government should conform to the reality of our country,use rule of law thinking and rule of law to adjust various social relations,scientifically define the rights and obligations of government,family,society and market,We must improve policies and systems,increase financial input,improve measures related to government procurement of services,and give play to government guidance to the public and voluntary organizations and strengthen the training of professional personnel,establish and improve the evaluation mechanism,improve the supervision system and innovate the way of service,build a community home-based care service system in which all parties participate.
