Practice Research On Government Purchase Home Care Services Of Guangzhou

Population aging,which continues to intensify,will inevitably bring the livelihood of the elderly in the welfare services to obtain wide attention from all sectors of society.To improve the pension services system of Guangzhou,and further development of community home care services,the government seeks a variety of ways to explore functional changes,in which the government purchase of home care service is the main direction of the Government's current policy.The paper studies the practice research on government purchase home care services of Guangzhou.First of all,the paper makes a comprehensive analysis of the current situation of government purchase of home care service,from the history of the development of longitudinal analysis,from status horizontal analysis,from the four parts of Welfare Pluralism theory to analyze the characteristics of the present situation.There are four stages in the government purchase home care services of Guangzhou: budding period,development period,popularity period,now into the deepen reform period.The four stages embody the process of policy evolution.Not only the process of policy evolution,but also the practice of continuous feedback policy,and constantly promote the development of the purchase process.The analysis of the present situation is mainly from seven aspects of a comprehensive description: Purchase process,service model,service process,service content,service object,source of funds,service evaluation,etc.the analysis of the feature seize the most prominent features of the status quo summarized,by using four d imensions of the welfare pluralism theory,government,community,market and civil society.Secondly,this paper analyzes the shortcomings and reasons of the government's purchase of home care service.There are five deficiencies in the actual situation from interviews and surveys: Service processes,service content,service objects,service operations management and service evaluation.Analyze the reasons for the above deficiencies by using four dimensions of the welfare pluralism theory,government,community,market and civil society.Finally,the government put forward a series of suggestions to improve the purchase of home care services.The government will further improve the relevant policies and regulations.The government should make clear of their own position,strengthen scientific decision making,intensify the formulation of preferential policies,increase investment of the government purchase services,and Strengthen supervision.Community should guide competition and cooperation method,and integrate community resources.Enterprises should explore the potential market of home care services,precise service needs,and guide the market to start up their own survival.C ivil society should take more learning and training,expand new technologies and new thinking,make the establishment of long-term assessment mechanism,and gradually develop to the direc tion of specialization.Through the above ways to improve the government purchase services,give a new guide to the market and civil society due to join the pension market,the prosperity of the development of pension services.
