Research On Shanghai Institutional Pension Allocation Based On PPP

As the earliest city in China to enter an aging society,the phenomenon of Shanghai's aging is very serious.Therefore,there is a huge demand for institutional pension resources.At present,there are problems with the allocation of institutional pension resources in Shanghai.On the one hand,existing institutional pension resources are far from meeting the needs of the elderly.On the other hand,there are still situations where resources are idle.Therefore,it is particularly important to optimize the allocation of institutional pension resources.PPP(Public-Private Partnership)is the English abbreviation of Public-Private-Partnerships.It is a cooperation mechanism for benefit sharing and risk sharing that is established between the government and the private sector in the provision of public goods and services..With the contradiction of the resources of the public pension institutions and the high idle rate of private pension institutions,the unique advantages of the PPP model in the allocation of resources can better integrate the strengths of the government and the private sector,complement each other,and increase the allocation of institutional pension resources.On the basis of relevant research,taking into account the difficulties of data acquisition and inadequate construction of pension institutions,this paper refers collectively to PPP model pension institutions as public-private partnership nutrition institutions,and uses its resource allocation as a research object,and conducts research in three parts:First,on the basis of sorting out relevant literature at home and abroad,we confirmed the research methods,defined related concepts,conducted theoretical analysis in conjunction with the welfare pluralism theory,and summarized the experiences that can be learned from the application of foreign PPP models.The exploration of the reform and development process of the domestic PPP model application has been explored.Second,using empirical research to analyze and evaluate the current status of institutional pension resources allocation in Shanghai.Analyzing the demand for institutional pension resources in Shanghai from both subjective and objective perspectives;starts from the macro-level human,financial,and material resources,and the micro-level configuration status and the senior citizens' satisfaction,starting from the institutional pension resources in Shanghai.The supply was analyzed;based on the analysis of the allocation of pension resources in Shanghai,combined with the application of PPP model in institutional pensions,with its resource allocation as the research object,the evaluation index system was established,and the PPP model of institutional pension.Resource allocation has been evaluated at the macro and micro level.Third,based on the results of the previous assessment,based on the PPP model,combined with the prediction of institutional pension resources balance,the following recommendations for optimization are put forward: clarify the problems in the application of the PPP model,seize the opportunity to develop institutional pension;choose the right The PPP model develops institutional pensions,enhances the supply of multi-subjects for institutional endowment resources,and raises incremental levels;improves supporting policies and strengthens top-level design to optimize stocks.
