Research On Local Legislation Of GuangXi Food Safety Traceability System

On July 25,2018,at the home event of Guangxi Food Safety Publicity Week,the Food Safety Committee of the Autonomous Region awarded the license to Nanning and Qinzhou,which were named the first batch of “Guangxi Food Safety Demonstration City”.Currently,all 14 cities in Guangxi participated in the demonstration.The city was founded,and Nanning and Qinzhou are creating national food safety demonstration cities.The demonstration city implements dynamic management,which is reviewed every two years,and the review will not be revoked.Food safety concerns the health and safety of the people,and the overall situation of economic development and social harmony and stability.Therefore,it is necessary to further accelerate the management of the food safety traceability system by establishing local government regulations,and establish a set of management flows for food and edible agricultural products.Tracking,production enterprises and sources of farming and breeding can be traced and covered with the information traceability system of “from the head to the table” for the whole process management,to ensure the health,life safety and consumer knowledge of the people in the region.In order to implement the new goals and tasks of food safety supervision put forward by the 19 th National Congress of the Communist Party of China,this paper combines the provisions of the Food Safety Law and other laws and regulations,and expounds the necessity and feasibility of constructing the traceability system of food safety in Guangxi.The study combed the legislative experience of the United States,the European Union,Ireland,Hong Kong and other countries and regions,and learned from the useful exploration of local regulations in Beijing,Hainan Province,etc.,combined with the practical experience of the construction of food safety traceability system in Guangxi in the past seven years.The overall situation and existing problems of the establishment of China's food safety traceability system,and the legislative recommendations for the development of Guangxi food safety information traceability management methods and technical standards recommendations for information traceability platform.Establish a unified and authoritative food and drug safety regulatory agency for Guangxi,establish the most stringent regulatory system covering the entire process,establish a food safety information traceability system,and ensure food safety.At the same time,encourage food producers and operators to use information technology to collect and retain production and operation information,and achieve food safety and social co-governance,so that the masses and consumers can timely inquire about the safety information of food and edible agricultural products through the food safety information traceability platform,and improve food.Security management transparency,enhance the social credibility of government work.This paper further demonstrates and evaluates the post-legislation from the perspective of local creation legislation theory research,legal basis,system construction and preliminary practice after local creative legislation.
