Study On Problems And Countermeasuresof Water Administrative Law Enforcement In Baiyun District Of Guangzhou City

Water is the source of all things and the material basis for the survival of all living things.However,the excessive development and utilization of water resources by modern industry has caused enormous burdens and injuries.The frequent occurrence of various water violations has aggravated the pollution of water environment and the deterioration of water ecology.How to control water pipes according to law and protect water resources is a challenging topic studied and discussed by water administrative agencies and law enforcement workers.Baiyun District is located in Zhongbei Road,Guangzhou.The drainage network and rivers are densely covered.In 2018,the black and smelly rivers newly discovered in Baiyun District during the special supervision of the Central Ecological Environment Department accounted for 23.53% of Guangzhou City.Under this background,it is of great significance to study how the water administrative department of Baiyun District should carry forward the work,strengthen the water administrative law enforcement work,and protect the people’s green water and green mountains.Based on the water administrative law enforcement work in Baiyun District,this paper first introduces the current situation of water administrative law enforcement in Baiyun District,including the process and object of water administrative law enforcement,the allocation of administrative powers of street water in each town,and the use of case law and literature method.The research methods such as observation method point out the problems existing in the water administrative law enforcement of Baiyun District and focus on the causes of the above main problems.Finally,the key points of the water administrative law enforcement reform and the related countermeasures for the water administrative department of Baiyun District to solve the problems are put forward.Through the elaboration and analysis of the system,the conclusion reached in this paper is that the water law enforcement system is not restricted,the law enforcement power is weak,the public law consciousness and the water administrative supervision mechanism are absent.Water violations are frequent,the water administrative department is not authoritative,and the quality of law enforcement is not high.To solve the above problems,we must first improve the wading laws and regulations at the local government level,and further clarify the boundaries of functional division.Baiyun District Water Administration The department should further strengthen team building,increase the propaganda of wading laws and regulations,promote the establishment and improvement of the supervision mechanism,and promote the orderly operation of water administrative management in Baiyun District.The innovation of this paper lies in the water administrative department of Baiyun District,analyzes and explores the countermeasures to solve the problems in its water control and water management work,and provides new ideas for the improvement of water administrative law enforcement work in other areas.
