A Study On Water Administrative Enforcement

Water is the fountain of life, the lifeline of national economy, and also the dynamics of all enterprises. Without water, we venture to say, nothing will happen. Therefore, how to value, protect, preserve, legally administrate and scientifically explore water resource is a permanent focus for us, water conservancy professionals. With the development of market economy and legalization process in China, water administrative enforcement is badly in need of a set of clear and specific rules, regulations and laws to standardize it.At present, Chinese water administration and enforcement system is dominated by various prerogatives, low efficient legal mechanisms, and not very responsible staff. Water administrative enforcement is mainly result-oriented rather than emphasizing legal procedures, which leads to the failed implementation of many good relief programs. In order to administrate and utilize the water resource effectively, make a complete legal procedure for water administration and enforcement, then strictly enforce it will be the only route. This paper has analyzed the problems of the present water administrative enforcement system in China, and raised some suggestions, such as how to improve the water regulation and law system, how to increase the public awareness on water rules and laws, how to organize a water administrative enforcement team, how to build up a water administrative enforcement supervising mechanism, how to coordinate between different departments in the water administrative enforcement.China has fastened the process of "ruling the nation according to law", therefore, legal systems in various fields are continuously established and perfected; legal environment is greatly improved. Water administrative enforcement has achieved big success ever since. Due to the new problems and new situations in the water administration, water administrative enforcement is facing some new challenges. Only after conducting thorough investigations, plenty of researches, then putting forward some workable solutions, can we help to maintain a relatively satisfactory water administration order, hence contribute to the construction of a "well-off society".
