The land-expropriation-to-non-community community is produced under the dual thrust of urbanization and local government expansion impulses,and is the result of the expansion of modern cities to rural areas.The land acquisition and non-community is different from the rural community and the urban community,and it is the transition between the two.At present,China has many problems in the process of land acquisition and non-community management,which has brought many new social contradictions and needs to be resolved.Taking X city Y area as an example,this paper uses literature research,observation and other methods to study and analyze the problems and causes in the process of land acquisition and non-community governance based on civil society theory,social capital theory and good governance theory.Drawing on domestic advanced exper ience,we will make recommendations for improving land management and land transfer to non-community governance in the Y area.The study found that the community working mechanism of land acquisition and non-community is not mature,the capacity of communi ty cadres is lacking,the community infrastructure is weak,the social market power is absent,and the community culture construction is lagging behind.This is mainly due to the complexity of the object of governance,the particularity of the management mechanism,and the limitations of the support package.Based on the analysis of the status quo of land acquisition and non-community in the Y area of X city,this paper proposes improvement measures for land acquisition and non-community management in X city Y area: such as rationalizing the community operation system,strengthening the construction of community cadres,and incre asing market participation.Optimize community service functions and improve the level of resident autonomy.
