Research On Cross-agency Collaboration In Urban Management Of Foshan City

With the continuous evolution of urbanization process and the intensification of regional competition,the traditional urban management model can not meet the increasingly complex requirements of urban management.The government functional departments must coordinate and cooperate with each other horizontally and vertically,that is to say,the task of urban management should be accomplished by means of cross-departmental cooperation.With the continuous expansion of the city,the direction of government administrative reform determines that the urban management model will develop towards the direction of cooperation and integration.At the present stage,there are few literature focusing on the cross-departmental cooperation of urban management,so it is of great innovation significance to explore the cross-departmental cooperation of urban management in Foshan City with systematic thinking.Based on the concepts of urban management and cross-departmental cooperation,this paper takes the development of cross-departmental cooperation of urban management in Foshan as the main line and takes the theories of organizational transaction,resource dependence,interface management and network governance as the basis,thus making a systematic analysis on the present situation and the effect of the cross-departmental cooperation of urban management in Foshan City.Due to the lack of local legislation of urban management in Foshan City,the loose construction of urban management cross-departmental cooperation system,the lack of authority of administrative coordination agencies,and the limitation of traditional administrative concepts,a smooth communication and coordination platform and a corresponding incentive evaluation mechanism have not been established in Foshan City and the means of information technology in urban management is backward.Therefore,currently there are some problems in Foshan City,including unclear rights and responsibilities among the subjects of urban management cooperation,poor effectiveness of cross-departmental cooperation,low degree of information integration and lack of performance evaluation and incentive.Through the summarizing of the experiences of urban management in developed countries such as Singapore and the United States,as well as the successful practice cases of urban management in Nanjing and Ningbo,it is suggested by this paper that,it is necessary for Foshan City to learn from the mature experiences of other regions,aiming to fill the legislative gap,perfect the rules and regulations,and regulate cooperative behavior by making local laws and regulations,to build a high-level coordinated cross-departmental cooperative organization of urban management by defining the functional boundaries of various cooperative subjects,to optimize cross-departmental cooperation operation mechanism of urban management by smoothing the communication coordination mechanism and perfecting the examination supervision mechanism,to raise the new type cross-departmental cooperation culture of urban management by innovating the city management idea and raising the cross-departmental trust relationships,and to develop the crossdepartmental cooperation information technology by building intelligent urban management information sharing center and cross-departmental cooperation platform.In short,the cross-departmental cooperation countermeasures for our city's urban management can be improved from five levels,including building system,establishing organizational structure,optimizing the operation mechanism,cultivating cooperation culture,and developing information technology.
