Research On Social Integration Mechanism Of Primary Trade Unions From The Perspective Of Collaborative Governance

The Central Committee's group work conference has pointed out the tendency that our primary trade union has isolated from the masses.In response to this,China's trade unions launched a new round of reform focusing on "strengthening primary trade unions",aiming to consolidate the class foundation and mass base of the party's governance,promote the work of trade unions to a new level through innovative organizational systems,operational mechanisms,modes of activities,and working methods,and thus become an important force in advancing the modernization of the national governance system and governance capacity.On the basis of reviewing the existing research,this paper starts from the theory of collaborative governance and uses the social integration mechanism as the analytic framework,and in-depth interviews with the method of case analysis method,to do deep analysis on the innovation practice and effects of the union to represent of the "small three-level" trade unions model in Beilun District,and through the case for the expansion of research,put forward policy suggestions for the improvement of social integration ability of basic-level trade unions.This study points out that the social integration of primary trade unions has the power to extrapolate endogenous.The "small three-level" trade unions in Beilun District improved the primary foundation of the trade unions by improving the primary trade union organization system and operational mechanism,intensified the grassroots foundation of the trade unions,effectively expanded the coverage of primary trade unions,enhanced the vitality of primary trade unions,and realized the national strength to non-public enterprises.Infiltration,to a certain extent,achieve the purpose of social integration.The general experience of Beilun's "small third-level" trade unions is worth learning,but in contrast to the goal of social integration,its social integration approach still has operational difficulties,as lack of channels for interest expression,poor consultation andcommunication,weak consensus and strength,insufficient social participation,and incomplete evaluation and feedback for example.The starting point of social integration of primary trade unions is the differentiation of the interests of the workers and the masses.The goal is to achieve social harmony.It is necessary to build the "five-sphere integrated"social integration mechanism with expression of interest as the core,communication and negotiation as the guarantee,consensus building as the basis,social participation as the pivot,and evaluations and feedbacks as the momentum.And then coordinate the interests of all parties and effectively integrate the staff groups.
