This thesis aims to explore EU member states' influence on EU trade decision-making mechanisms.The biggest difference between EU research and other regional studies is that in the process of EU integration,through the transfer of power of member states,the EU has initially formed the characteristics of supranational actors.In the EU multi-layer governance system,the national level,the super-national level and sub-national level actors interact and determine the EU trade decision-making process.At the EU level,the three pillars of the European Commission,the European Council and the European Parliament have become the basic factors affecting EU trade decision-making.At the EU members level,France,Germany,Italy and other major countries have also had a great influence on EU trade decisions.At the sub-government level,the European Chamber of Commerce,trade unions,and regional governments also express their own interests through consultation and lobbying.This thesis takes France as an example of the EU member state and explores the factors,ways and characteristics of the member states' decision-making mechanism on the EU trade.This thesis proves that France's specific factors that affect EU trade decision-making include France's trade policy,French power distribution mechanism,and French diplomatic expression mechanism.It is essentially a process of French interest expression,benefit distribution and benefit export in the field of trade.France affects the EU trade route,that is,the French behavioral body in the EU exerts influence on the EU institutions at the super-national level through voting,consultation,lobbying,etc.The specific behavior is as follows:the French government votes in the Council of Ministers and the French sub-national actors adopt the way in which consultation and lobbying affects the European Commission,the Council of Ministers and the European ParliamentFinally,this thesis compares the influence of France on EU trade decision-making through the three cases of China-EU leather shoe dispute,China-EU photovoltaic dispute and the US-European FTA.Through comparative findings,factors such as the effectiveness of bringing together domestic interests,the effectiveness of lobbying advice,the similarities and differences of EU decision-making mechanisms,and the effectiveness of the Franco-German axis mechanism have a severe impact on the way in which France influences EU trade decisions.
