Study On China-us Energy Diplomacy Since The Reform And Opening Up

Energy is the cornerstone of human survival and development.It is also the material foundation of modern civilization.With the continuous development of society,energy has become the indispensably important resource.In order to obtain stable energy resources and realize national energy security,energy diplomacy has become an important content in foreign exchanges of various countries.Every country implement energy cooperation and competition around the world based on their own energy interests to realize the maximum of energy interests.China and the United States,as the largest developing country and the largest developed country in the world respectively,take an important position in the international energy market.The development of China-Us energy diplomacy has a significant influence on the international energy structure and on the global energy market.China and the United States have differences in ideology and social system,so that it's inevitable for them to compete in the field of energy diplomacy.However,strengthening energy cooperation is an important subject for China and the United States.This paper studies China-US energy diplomacy since the reform and opening up,analyzes the factors that affect China-US energy diplomacy,and puts forward some measures to promote the development of China-US energy diplomacy.Chapter one summarizes the energy diplomacy.By comparing and analyzing the energy diplomacy in a broad and narrow sense,this chapter elaborates the contents of energy diplomacy and describes the scope of the energy,the main body of energy diplomacy and the ways of energy diplomacy in detail.The model of energy diplomacy is divided into the direct model based on energy cooperation and the indirect model based on energy competition.The chapter also analyzes the role that energy diplomacy plays in maintaining energy security,stabilizing energy market and promoting energy development and utilization,from the perspective of energy importers and exporters.Chapter two presents the development course of China-US energy diplomacy since the reform and opening up in detail.In almost 40-year development,China and the United States have different common interests needs in different stages and periods.According to the order of dominating interest,this chapter classifies and analyzes energy cooperation andcompetition between China and US in the energy field,from the perspective of political interests,economic interests and ecological interests successively.Both competition and cooperation are the main form in China-US energy diplomacy,and the cooperation in competition is the development trend in China-US energy diplomacy.Chapter three summarizes the positive and negative factors affecting China-US energy diplomacy.From the positive factors,the development of economic globalization and political multi-polarization,the development momentum of relations between China and the United States,the international energy organizations and companies,and the demand for the development of global low-carbon energy promote the development of China-US energy diplomacy.From the negative factors,pursuing global energy hegemony unilaterally by the United States,focusing on relative gains and international energy market fluctuation are the main causes blocking China-US energy cooperation.Chapter four puts forward the concrete measures to promote the development of China-US energy diplomacy.China and the United States have differences in ideology and social system,so that it's inevitable for them to compete in the field of energy diplomacy.However,strengthening energy cooperation is also a necessary requirement of the international community.This chapter proposes four aspects of measures to promote the development of China-US energy diplomacy,including strengthening consciousness of win-win cooperation,establishing a coordination mechanism of energy diplomacy,deepening new energy cooperation and promoting China-US relations.
