Nowadays,the transnational mobility of talents is constantly growing,and the battle for talent is becoming increasingly acute.Attracting foreign talents and taking them as an important supplement to domestic talents have become a common view of all countries.China has been deeply involved in this process as well.At present,a series of laws and regulations which focus on attracting foreign talents have been published,in order to use all the able and the clever overall the world.As an important functional department of the government,public security unit plays a significant role in the entry,exit,and stay of foreign talents.It is of theoretical and practical significance to study and discuss some issues concerning the entry-exit management of public security under the goal of attracting foreign talents.In this paper,the international,domestic and public security work background of attracting foreign talents is analyzed by closely focusing on the law of talent flow under the background of economic globalization,combining with relevant theories such as human capital,talent flow and talent gathering,and adopting comprehensive research methods such as literature research and interdisciplinary research.The relevant research at home and abroad is summarized.On this basis,the course of attracting foreign talents in China,especially the historical context of entry-exit related work,is roughly divided into the stages of initiation,stagnation,recovery,development,continuous improvement and perfect day by day.The current situation of attracting foreign talents by relevant departments of public security organs in the new period is expounded.The existing legal and regulatory system,which is relatively imperfect,is systematically explained,such as incompatible entry-exit management system,visa system to be improved,talent immigration system to be optimized and other dilemmas.At the same time,on the basis of actively drawing lessons from foreign systems,practices and characteristics,some suggestions on the entry-exit management of public security under the goal of attracting foreign talents are proposed.For example,establishing and improving the legal system of introducing foreign talents,so as to provide legal support for public security entry and exit work;strengthening the construction of immigration management institutions,and effectively form work synergy;reforming visa classification,association and evaluation systems to increase the attractiveness of visa work;implementing visa support system,and implementing more opening up policy of introducing foreign talents;simplifying various administrative procedures to facilitate visa and residence applications,strengthening information system construction and increasing service management efficiency.
