Research On Optimization Of Synthetic Combat Mechanism Of Public Security Organization

The report of the 19 th National Congress of the Communist Party of China made a major deployment to build a social governance structure of co-construction and common governance,emphasizing "strengthening the construction of social governance system and improving the social governance system of party committee leadership,government responsibility,social coordination,public participation,and the rule of law."".It can be seen that social governance work pays more attention to the synergy of social aspects.In the field of public security,linkage and co-governance require public security organs to strengthen coordination within and outside the various departments.Establishing and continuously improving the synthetic warfare mechanism is not only an inevitable requirement for continuously improving the core combat effectiveness of the public security organs,but also an important content for constructing a modern police service mechanism.It is also an inevitable direction for future police work.Some of the current public security organs have internal responsibility and authority,internal coordination of various departments,and lack of internal and external synergy.In a certain sense,the efficiency of combating crime is weakened,and it is urgent to deepen the research on synthetic warfare mechanism.How to optimize the synthetic warfare mechanism,enhance the overall effectiveness of cracking down on crimes and maintaining social security,and also become the public security reform project of the party and state important leaders and the main responsible person of the public security organs.Therefore,it is necessary to explore and innovate the synthetic warfare mechanism of public security organs.In this context and in the sense,this paper is supported by the theory of resource dependence,synergy and collaborative governance.Taking the anti-fraud center of Shijiazhuang City as an example,through the research methods of literature research and case analysis,the countermeasures to optimize the synthetic warfare mechanism are explored.This thesis is divided into five parts: The first part analyzes the research background,research significance,domestic and international research review,research methods and research framework;the second part introduces the related concepts,theoretical basis and operational mechanism of synthetic warfare mechanism;Part of the typical synthetic warfare mechanism platform established by the anti-fraud center set up to deal with the high incidence of telecom fraud,the role of the anti-fraud center,the organizational structure and the status quo of its synthetic operational mechanism are elaborated.The fourth part is from anti-fraud.The current situation of the center begins with the analysis of the influencing factors of the synthetic warfare mechanism and the inadequacies of the operational mechanism and the guarantee mechanism.The fifth part proposes the improvement of the technical level of the investigative techniques and the introduction of specialized talents from the factors affecting the effectiveness of the operation.From the perspective of mechanism,the paper proposes specific measures to improve the incentive mechanism,prevent cooperation mechanism,publicity and cooperation mechanism,and guarantee mechanism.
