| The report of the 20 th National Congress of the Communist Party of China(CPC)pointed out that: national security is the foundation of national rejuvenation,and social stability is the prerequisite for national prosperity.Public security organs,as the main force for safeguarding national security and maintaining social order,must firmly fulfill the tasks entrusted by the Party and the people.For a long time,in order to effectively solve the problem of insufficient police force,the public security organs have gradually explored the synthetic combat mode with the joint participation of multiple police forces to gather the limited police force and focus on major and important cases,improving the combat effectiveness of the public security organs and becoming the starting point to solve the dilemma of the police force.With the development of police work,the daily synthetic combat mode has become a new trend,and more and more case investigation requires the cooperation of multiple police forces.In this context,whether the police can achieve active and effective cooperation has become a key link affecting the effectiveness of synthetic operations,and in order to better mobilize the enthusiasm of the police to participate in synthetic operations,it is essential to establish a scientific and reasonable incentive mechanism.Based on the classical game theory and combined with the characteristics of the actual work,this paper studies the incentive mechanism in the multi-police synthetic operations,innovatively establishes the evolutionary game model of multi-police synthetic operations,and demonstrates the necessity of the existence of incentive mechanism.Further,in order to allocate incentive resources scientifically and reasonably,so as to fully mobilize the enthusiasm of all participating police forces,this paper also constructs incentive resource allocation model,in order to efficiently and fairly complete the incentive resource allocation work.Specifically,in the first chapter,this paper expounds the background of The Times,the purpose and significance of the research,and introduces the research methods.In the second chapter,this paper summarizes the existing research on police cooperation and police incentive at home and abroad,and clarifies the overall idea.In the third chapter,this paper introduces the connotation and theoretical basis of the synthetic combat and incentive mechanism,and discusses the feasibility of using the game theory to study the synthetic combat mode.In Chapter 4,based on the field investigation,this paper sorts out the current situation of incentive mechanism in synthetic operations,and makes clear the existing practical problems such as single incentive way,imperfect assessment system and imbalance of resource allocation,and analyzes the reasons behind it.In the fifth chapter,this paper proposes that from the perspective of game,whether each police force chooses to actively participate in the synthetic operation is affected by cost and benefit.Based on this,an evolutionary game model of multi-police force synthetic operation is constructed,and the necessity of incentive mechanism is demonstrated.In Chapter 6,this paper constructs an incentive resource allocation scheme based on Nash negotiation solution,in order to accomplish the work of incentive resource allocation fairly and efficiently.In Chapter 7,based on theoretical analysis and model verification,this paper starts from perfecting the scientific and reasonable incentive mechanism,and puts forward relevant suggestions: change the concept,clarify the incentive positioning;Perfect system,perfect incentive process;Resource integration and establishment of supervision mechanism;Explore new ways to stimulate the initiative of the police.Finally,the research conclusions and future prospects are expounded.In this paper,the development of multi-police integrated combat mode is analyzed from the perspective of game,and the idea of perfecting the incentive mechanism is put forward,which enrich is the research perspective of this proposition,clarifies the cooperative nature of synthetic combat,and puts forward targeted optimization suggestions,which has certain reference significance for the establishment of scientific and reasonable incentive mechanism in police actual combat. |
