Research On The Implementation Of Public Rental Housing Policy In Changchun Based On The Date Of Public Service Hotline

With the entry of socialism with Chinese characteristics into a new era,China's real estate supply and housing security development has entered a new stage.In the context of accelerating the current purchase and purchase,the public rental housing has become a major form of housing security with Chinese characteristics,a core component of the housing security system and an important development direction for deepening the housing system reform.With the joint efforts of the central government and local governments,the scale of supply of public rental housing in China has continued to expand,and the effectiveness of housing security has been exerted.However,a series of specific problems have emerged in the process of policy implementation.In order to understand the problems existing in the implementation of the public rental housing policy and improve the implementation effect of the public rental housing policy,this paper takes Changchun City as the analysis object,and uses the mayor's public telephone related data to reflect the relevant issues of public policy implementation from the perspective of citizen appeal.Firstly,the method of extracting feature words is used to extract the public rental housing related issues that are most concerned about public complaints in the big data of the mayor's public telephone.Then,through the statistical analysis of feature words,the current public housing rent policy in Changchun is found in the process of implementation.The object of protection deviates from the original intention,the quality of housing construction and supporting facilities are not perfect,the policy propaganda and information disclosure is not in place,the distribution is unfair,and the executives are not performing well.Secondly,based on the theory of Horn-Mitte system,the reasons for the implementation of public rental housing policy are analyzed in terms of policy resources,implementation methods,attributes of implementing agencies,value orientation of implementers and system environment.Finally,it puts forward some countermeasures and suggestions to optimize the implementation of the policy of public rental housing in Changchun City,from five aspects: optimizing policy resource allocation,establishing a sound public rental housing management mechanism,improving executive agency execution,improving the value orientation of policy implementers and building a good system environment.
