| With the development of China’s economy and society,as well as the transformation of social structure,housing issues are receiving more and more attention.In order to better meet the housing needs of residents at different levels and achieve the "dream of living in peace",efforts have been made from the Party Central Committee to local governments to improve the housing security system.Relevant documents such as the "Guiding Opinions on Doing a Good Job in Urban Housing Security Family Rental Subsidies" and the "Opinions on Accelerating the Development of Affordable Rental Housing" have been issued,and the housing conditions of urban and rural residents have significantly improved.According to the 2022 National Economic and Social Development Statistical Bulletin of the People’s Republic of China issued by the National Bureau of Statistics,the number of people enjoying the urban minimum living guarantee in2022 was 6.83 million,and the number of people enjoying the rural minimum living guarantee was 33.49 million.Public rental housing,as an important component of the housing security system,is the "number one project" of the people’s livelihood project,carrying the "housing dream" of low-income families with difficulties.Therefore,whether the current public rental housing policy policy meets the needs of social development,whether it can protect the interests of the vast majority of low-income families in need,and what role the government,as the main body of policy implementation,has played in policy implementation,are all very worthy of research and discussion.In this context,this article delves into the implementation of public rental housing policies in Zone A of Wenzhou City.Firstly,this article elucidates the core concepts of public rental housing and policy implementation,as well as relevant theories such as the Smith policy implementation model and Maslow’s hierarchy of needs theory.It sorts out the background of the development of public rental housing policies in Zone A,and conducts in-depth interviews with government websites and policy implementation agencies through reading journal literature and materials,Starting from the dimensions of "policy dimension","executing agency dimension","target group dimension",and "policy environment dimension",this article elaborates on the implementation status of public rental housing policies in Zone A.On this basis,we visited the target group of the public rental housing policy in Area A,and thought that although a series of useful attempts had been made in the work of public rental housing in Area A,there were still many shortcomings,which hindered the realization of the policy implementation goals,such as insufficient Completeness of the policy content,inadequate coordination of the policy implementation agencies,cognitive bias of the target group,and negative factors in the policy implementation environment.The main reason for this is due to factors such as a lack of rigor in policy design,insufficient execution ability of policy execution agencies,strong personal awareness of target groups,and immature policy execution environment,which need to be overcome to improve policy execution efficiency.Based on a profound analysis of the problems and influencing factors in the implementation of public rental housing policies in Zone A,this article proposes corresponding optimization suggestions,including strengthening the scientific nature of the formulation of public rental housing policies,improving the execution ability of policy execution agencies,strengthening the guidance and assistance of target groups,and creating a good policy execution environment. |
