Research On Project Operation Mechanism Of Public Governance Method

After the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,the general goal of the reform to promote the modernization of state governance and the modernization of the capacity of the governance system was put forward,which provided a theoretical basis for the modernization of socialism with Chinese characteristics.The project system is an innovative measure in the process of modernization of national governance system,a unique phenomenon in the operation of social governance system and mechanism,and a new model of national governance is widely used in various fields.It plays a very important role in the process of modernization of national governance system and governance capacity.After the reform of tax distribution system,the state provides support for grass-roots public services in the form of projects,and has a far-reaching impact on socialist modernization in the way of project governance.Starting from the operation mechanism of the project system,this paper combs the project system,discusses the role played by the government in the operation of the project system and the institutional arrangement of the project system,analyses the problems existing in the operation process of the project system and the causes,looks at the role of the project system rationally,and explores how to improve the project system from the perspective of modernization.Better play to the advantages of the project system.Based on the operation cycle of the project system,this paper combs the documents of the project system,summarizes the origin of the project system and the relevant characteristics in the operation process,explores the practical problems in the operation process of the project system,and finds that the work load of the government does not match the actual power in the actual operation of the project system,and increases the government's financial resources.Manpower and human burden affect the effective governance of the government,and intensify the conflict and pressure in the process of governance.Of course,the positive effect of the project system is quite prominent.On the one hand,the operation mechanism of the project system can greatly mobilize the enthusiasm of local governments,on the other hand,it also improves the efficiency of the use of stock price financial funds.Based on the analysis and research of project system,this paper holds that in order to give full play to the advantages of project system in public governance,we should highlight the value concept of project system,introduce modern management mode,improve multi-participation mechanism and monitoring management mechanism,and establish project feedback mechanism after the event,so as to make better contributions to socialist modernization.
