The number of old people in our country is increasing gradually,and the degree of aging is also deepened,which brings about the burden of old age.But because the scale of family structure is shrinking,the family pension is becoming more and more powerful,and the institutional pension because of fees,high cost and other reasons,it is also difficult to become a mainstay.Therefore,the Community endowment for the elderly as the leading mode with the social support and is becoming more and more favored,especially in the background of advocating community governance,it is a feasible way to rely on community governance project to call on multiple social subjects to participate in community endowment,and to take social endowment pressure to relieve the burden of endowment.In recent years,as a kind of service with public products,most researches mainly focus on the supply level of the Community Endowment Service,and the Community endowment is divided into the government supply model,the market supply model and the voluntary supply model based on the main supply part of the Community Endowment service.It provides a valuable angle of view for the research of this paper,but if the research on the supply of the Community Endowment service is only on the supply subject level,as a complete endowment service supply mechanism,it will ignore the various specific links of the Community Endowment Service supply to some extent,The supply of Community endowment service is separated from each other and lacks the integrality description of the operation mechanism of the Community Endowment service.Therefore,this paper,based on the existing research,expands the research perspective to the whole operation mechanism of Community endowment service supply,and uses the theory of social operation mechanism to divide the operation mechanism of Community endowment service supply into five links:power,control,guarantee,integration and stimulation.For this reason,selectingTianqiaoWarm Heart project as an example,from the above five aspects of its operating mechanism makes a deeper analysis,It is not only the description of each main body relation of the operation mechanism of the Community EndowmentService supply,but makes more research on the actual operation of the operation mechanism.To understand the specific operation mode of each operation link of supply mechanism,andto recognize the participating subject,demand and project determination mode,incentive and guarantee mechanism.At the same time,through the comparing analysis of the TianqiaoWarm Heart project and the other three typical Community endowment service modes in the country,the author further explores the problems and deficiencies in the operation mechanism of the Community Endowment Service Supply,hoping to provide valuable experience for the improvement of the Community endowment Service system.
