| With the continuous development of the current economy and society,the forms of crime emerge in an endless stream,and disputes at the grassroots level continue to trigger mass incidents,which brings huge risks and challenges to social security.In this new public security situation,the traditional way of comprehensive management of social security has been unable to meet the current work requirements of comprehensive management of social security.Grid management provides an effective carrier and approach for the innovation of comprehensive management of social security.It has been one and a half years since the grid work of comprehensive management of social security in P town of Guangzhou was put into operation,and there are many difficulties and problems in the implementation,which need to be solved urgently.However,there are not many related studies in the academic circles.This paper,taking Guangzhou P town all facets of public security of the grid implementation as the research object,with seamless government theory and multi-center theory as the theoretical basis,adopt the way of combining literature research and field research,the grid of the P town all facets of public security implementation present situation launches the research,analysis of its causes and facing the predicament,and puts forward the targeted improvement countermeasures.Through the survey found that the development of civil society,the establishment of service-oriented government model and the development of social governance innovation in P town provide the possibility for the grid implementation of comprehensive social security governance in P town,while the increasingly serious social security problems in P town and the limitations and disadvantages of traditional comprehensive social security governance model make it necessary to implement the grid implementation of comprehensive social security governance in P town.At present,P town promotes the implementation of the grid-based comprehensive management of social security through the formation of teams,the implementation of linkage mechanism,the establishment of operation mechanism,the strengthening of information management and the improvement of assessment mechanism,and achieves the following results: The government communicated with the public moresmoothly,the investigation of hidden security risks was more prompt,and the settlement of conflicts and disputes moved forward.The public's satisfaction with public security was improved,etc.At the same time,it is found that there are the following difficulties in the implementation of the grid of comprehensive social security management in P town: For example,the grid member business level is insufficient,and the grid event processing efficiency is low;Grid members are mostly "part-time",with low work enthusiasm.The grid management department lacks authority and the functional departments shift responsibility to each other.The participators are single and the government is dominant.Grid management emphasizes form over content,and so on.The reasons for the above difficulties are as follows: first,the village cadres are of high age and low educational level;Second,the local government to the cost selective investment;Third is the layering pattern under the bureaucratic management system;Fourth,the restriction of administrative control thinking;Fifth,the content of performance appraisal is single.Finally,the following countermeasures are put forward: Firstly,make good use of rural resources,build a volunteer team,strengthen the grid member training;secondly,increase financial input,wide the channel of fund raising and set up a hierarchical salary system;thirdly,formulate the mechanism for functional departments to participate and refine the workflow of grid events.Fourthly,change the thinking of administrative management and control and encourage the joint participation of multiple subjects;fifthly,enrich the content of performance appraisal and establish the grid event access system. |
