Study On The Innovative Development Of Civil-military Integration In Mianyang City

According to the 13 th Five-Year Plan for Economic and Social Development of Mianyang which was approved by the State Council in April 2017,it has proposed the clear strategies that make Mianyang be the experimental field of innovation-driven development,the exclusive bloc of civil-military integration development and the growth pole of western region development.This article aims to have a research on the innovative development situation of Mianyang civil-military integration and have a deep analyse and thinking based on the present and focus on the future.It is important that the strategic significance of civil-military integration at the national level should be deeply understood and the goal,path and reform direction of civil-military integration development should be grasped.Also,implementing the strategy of civil-military integration development is the inevitable choice to build the national strategic system and capability of "Civil-Military integration".The construction of MianYang science and technology city has entered an important development period,and civil-military integration has an important meaning not only for the comprehensive innovation and reform of Sichuan province but also for the construction of Mianyang.Seizing the development opportunities of civil-military integration,will have a beneficial effect for China(MianYang)sci-tech city to consolidate its position at the national level if,optimize the structure of industry of MianYang city,the form a new growth point in the development of key enterprises,incubation of civil-military integration innovation items,backbone enterprise development,the transformation of scientific research institutes into enterprises and the development of “Civil join Military”.And it will also promote Mianyang to achieve good results in the pilot project of comprehensive innovation and reform in Sichuan province,and strive smoothly for the establishment of Sichuan Province’s sub-economic center,so as to achieve leapfrog development in serving national defense and promoting economy.The operational system and secrecy system of the army and scientific research institutes are still in the process of reform.Local governments should break through the obstacles of the system and mechanism to develop the civil-military integration industry firstly.The opening up of the army and the development of civil-military integration are multi-dimensional and multi-level processes.The Mianyang municipal government should take "Breaking the mechanism,building platforms and assisting development" as its main focus,innovatively promote reform and contribute experience so as to make good reserves in advance to adapt to the new "civil-military integration" national strategic system,and seize the first opportunity of a new round national resource layout adjustment.From a micro level,this paper analyzed the basic situation,industrial structure,key areas,key projects,key enterprises of Mianyang’s civil-military integration development deeply,and summarized the existing problems in the innovative development process of Mianyang’s civil-military integration.Finally,on the basis of scientific analysis,this paper put forward some thoughts on the innovative development of Mianyang’s civil-military integration.
