| Nowadays, the tendency of applying new & high technologies to both military and civil areas is becoming more and more obvious worldwide. Big countries have tended to make policies on building up innovation systems which can apply military technologies to civil use and combine military technology with civil technology. For construction of innovation system, the key task is to enhance close combination between national defense and military industry production and market economy, realize science and technology flow and transfer between military and civil areas, as well as promote mutual development of military and civil technologies. As a city where the military technology resources are comparatively intensive, to take military-civil combination as the key point for construction of regional innovation system will show the system's specialties and improve efficiency of regional innovation.
