Dilemma And Countermeasure Of Digital Urban Management In Jinniu District Of Chengdu City

As China's economy and society have developed rapidly since the 21 st century,the expanding of city scale and population increases the pressure of urban management which the traditional management model has gradually been unable to cope with.Compared with the traditional extensive,experiential and sporty urban management mode in the past,digital urban management makes use of the advantages of network information technology,such as accuracy,efficiency and convenience,and uses the theory of 10,000-meter unit grid to provide a new management mode for urban management.As the first batch of pilot digital city management districts in China,Jinniu District of Chengdu City has been running steadily for more than ten years since the formal launch of digital city management system in 2007.It has won great achievements such as changing the passive management mode in the past and greatly increasing the number of problems found in urban management.However,based on observations over the past years,many problems seriously affect the healthy operation of digital urban management in Jinniu District.It weakens the effectiveness of management and hinders the progress of urban management in Jinniu District towards the goal of refinement,legalization and normalization.By means of literature research,case analysis,field investigation and statistical analysis,author uses the theory of digital urban management and holistic governance to make an in-depth analysis of the operation status of digital urban management in Jinniu District.The research shows that The following problems of digital urban management in Jinniu District are insufficient command at high positions,the mixed supervision and execution,the low participation of social forces and the lack of professionalism and stability of the work team.According to the data collation and survey analysis,the main reasons for those problems include lack of awareness of digital urban management,the conflict between digital management and traditional system,the lack of willingness of district-level departments to take the initiative to supervise,the lack of public awareness of participation and the lack of human resources and fund.By referring to the advanced experience of other cities in China,this paper provides several countermeasures to solve this problem such as refining administrative management system,optimizing supervision and evaluation mechanism,cultivating professional work-team of digital urban management and guiding social forces to participate in multiple governance.This study has a certain value for further improving the digital urban management mode of Jinniu District,improving the overall operation efficiency of the city,optimizing the urban management system.It is conducive to the greater play of the application value of digital urban management system in various districts of Chengdu and has a certain reference significance for the operation and development of digital urban management of other cities in China.
