Study On The Management Of The Digital Urban Govermance

Since the definition of digital earth was put forward in former U.S. vice-president Gore's speech"The Digital Earth :Understanding Our Planet in the 21th Century"delivered in 1998, the construction of information-based cities and digital cities has become the crucial approach to improve cities'overall competitive power. Constructions of digital cities are in the ascendant at home and abroad. Under this climate, management mode of digital city, as one practical innovation in the managements of city, emerged as the times require. How to realize digitalization of city governance has become the common issue for governments of all countries, city administrators, and scientists. On the basis of close attention to current issues and the practical needs of the society, this paper researches into the problems existing in urban managements.The first part of this paper focuses on researches of urban development and the appearance of digital cities, which gives a clear definition of digital city. It also summarizes the significances of constructing digital city and makes a comprehensive exposition of current situation and key supporting technologies of the development of digital cities home and abroad. Then, this paper clears up the basic theories of urban management and the present situation of urban management studies at home and abroad. Afterwards, the paper sums up the problems and the facing impacts of the traditional urban management. The core part elaborates on the effects imposed by digital governance on improving governmental administration. This part mainly discusses the definitions of good governance and digital governance and explains operation mode of the latter through cases. Finally, this paper makes a further study on the conduciveness of digital governance to the formation of civil society, the improvement of the effectiveness of citizens'taking part in the social activities, and the efficient and transparent administration of city governments.
