Research On The Current Situation, Problems And Countermeasure Of Intelligent Home-based Old-age Care Service In Xuzhou City

Since the 19 th National Congress of the Communist Party of China,the central government has continuously issued a number of policies on intelligent home care for the elderly whose purpose is to solve the aging problem.The central government attaches great importance to the role of intelligence in home-based care services for the elderly and has given strong support in policy.Since February 6,2017,the Ministry of Information Technology,the Ministry of Civil Affairs and the National Health and Family Planning Commission jointly issued the "Action Plan for the Development of the Intelligent and Healthy Aged Industry(2017-2020)",the model of intelligent home care for the elderly has developed rapidly,and all regions have successively promoted the home care service for the elderly to the intelligent side.However,there are also many problems in its development,such as imbalance between supply and demand and data barriers and so on.For this end,first of all,this paper takes Xuzhou City's intelligent home care service for the elderly as the research object and pays attention to the performance of duties of the government when it provides such kind of public goods.At the same time,this paper will sort out and define the concept between home-based care for the elderly and intelligent home care service for the elderly,and briefly expounds the theory of government responsibility and highlights the role that the government should play in improving the level of intelligent home care services for the elderly.Secondly,a field research will be conducted in the center of Xuzhou City's intelligent home care for the elderly to obtain the in-depth understanding of its platform operation mechanism and management mechanism operation status and the certain knowledge of the Xuzhou government's existing normative guidance measures.Thirdly,this paper explores the problems hidden in the current situation of the intelligent home care service for the elderly in Xuzhou City,that is,low level of benefit to the people,difficulties in meeting high-level needs,lower recognition and acceptance,low level of intelligence and deviation in the positioning of the leading government and so on.And the reasons for these problems are analyzed in a deeper level.There are five main reasons: weak policy operability of the government,unclear division of responsibilities among internal institutions,insufficient financial investment,lack of unified employment standards and low publicity and promotion efforts.Finally,on the basis of the experience for reference,this paper will propose countermeasures and improvement measures to promote the development of intelligent home care services for the elderly in Xuzhou around the center of how to improve the level of intelligence from four aspects: policy implementation,supervision mechanism,talentguarantee and cultural atmosphere in order to promote intelligent home care services for the elderly in Xuzhou.
