| As an economically underdeveloped City,the aging level of Dezhou city exceeds the national average level.With the increase of the elderly population,the demand for elderly care services in Dezhou City will increase significantly,and most of these needs will be undertaken by the community.The supply capacity of community home-based care services in Dezhou City has put forward a great test.Dezhou City has carried out a series of explorations in the community home-based care service.However,due to the late start and limited by the economic level,there is an imbalance between supply and demand in the community home-based care service.The questionnaire survey on the needs of the elderly in Dezhou urban community shows that: 1.The elderly's age,self-care level and living style affect the elderly's choice of community home-based care services.Generally speaking,the older,the worse self-care,and the elderly living alone are more likely to choose community home-based care services.And most of the elderly hope to get community home-based care services through government subsidies.2.By analyzing the demand characteristics of different service items of the elderly,it is found that the elderly's demand for life care is mainly concentrated in meal service and housekeeping service;The top three demands of medical care are: health science popularization,visiting doctors and health management;The demand of spiritual comfort is mainly concentrated in cultural and sports activities and life company;The demand for entertainment culture of the elderly mainly focuses on sports fitness and group tourism services.The imbalance between supply and demand of home-based care services in Dezhou City is mainly manifested in the following aspects: insufficient supporting facilities,single service content,low professionalism of service personnel,and dislocation of supply and demand of care services.There are many reasons for the imbalance between supply and demand.Among them,the main reason is the lack of sustainability of funding sources.Secondly,the government's regulatory policy on community home-based care service institutions is not perfect.Moreover,the community neighborhood committee is too administrative,so it is difficult for volunteer organizations to provide long-term and stable services.Finally,the information asymmetry between the supply and demand of pension services will also affect the effective supply of services.According to the research results,combined with the theory of welfare pluralism,this paper puts forward countermeasures and suggestions to promote the balance of supply and demand of home-based care services in Dezhou City: first,strengthen the government led policy support,improve the relevant policies of community home-based care services,and improve the personnel training policy;The second is to increase the investment of community home-based care services,increase financial investment,introduce private capital and expand financing channels;The third is to establish a multi supply community home-based care service system,give full play to the basic role of the neighborhood committee in community home-based care,and encourage volunteers to voluntarily supplement community home-based care services;The fourth is to build a community-based service support platform,establish a comprehensive information platform for community home-based care,provide community home-based care services according to needs,and increase the publicity of community home-based care services. |
