Since the "Decision of the Central Committee of the Communist Party of China on Comprehensively Deepening Reforms on Several Major Issues" proposed to control the use of ecological space in 2013,the academic community has paid more and more attention to the ecological space.After the promulgation of the “Measures for the Control of Natural Ecological Space Uses(Trial)” in 2017,the ecological space use control system was officially launched in China.The control of ecological space use is a unique formulation in China.Because of the contradiction that the original natural factor use control system cannot reconcile itself,and based on the environmental integrity and the connection between natural elements,the comprehensive system for the ecological environment is proposed.Governance requirements.On the basis of the classification of national land space,the space that bears the ecological function is called the ecological space,and the overall control of the ecological space is an inevitable choice to resolve the contradiction between the control systems of various factors.This paper analyzes the contradiction between the existing control systems of the use control system in different fields,and analyzes the motives for the reform of the ecological space use regulation.It is precisely because these contradictions cannot be controlled by the use of various factors.The ecological space use control was born.Subsequently,the system itself was defined to define the concept and connotation of the use of ecological space.Theoretically analyze the theoretical basis of ecological space use regulation,and elaborate the theory of integrated ecosystem management,government regulation theory and spatial equilibrium division of labor,and analyze the relationship between theory and ecological space use regulation practice,and generate and implement the system.Do a strong theoretical support.From the practical point of view,through the research on the status quo of pilot projects in various pilot areas in China,it is foundthat the pilot reform has achieved some results,but it also shows that the regional access conditions are not specific,the use transfer license system is imperfect,the management and control model is single and lacks effective.Issues such as supervision mechanisms.Finally,some system suggestions are put forward for the problems presented in the pilot process,and specific admission rules are formulated according to the classification;the licensing system for ecological space use is constructed with the permission as the key point;the construction of the multi-management mode is promoted from the coordination mechanism and the incentive mechanism;Standardize the government's control power in the ecological space use control system,and improve the supervision of government control rights from the aspects of performance evaluation indicators and supervision procedures.
