Britain is the first country in the world to establish parliamentary representative democracy, which is in the forefront of capitalist countries. Therefore, the British Parliament has the reputation of "mother of parliament" and has become a model for capitalist countries to follow. However,in such a democratic country, the political status of British women has never been improved. It is prominent in the law as not having its own independent legal status. As an important part of political democratization, women's issues need to be resolved urgently. This paper is divided into four parts to study the establishment and development of women's suffrage in legislation. In the 19 th century,Britain's right to vote was the first political issue, and three large scale parliamentary electoral system reforms were carried out.Affected by the reform movement and the Enlightenment of liberal thinkers, women began to awaken their right consciousness, and began to seek their rights in the process of pursuing their independence.Later, there was a vigorous campaign for women's right to vote for half a century from the 19 th century to the beginning of the 20 th century. The campaign lasted for a long time and took a difficult step. This hardship is reflected in the legislation.Proposals for women's right to vote have never stopped, but they have been slow to legislate. It was not until the promulgation of the People's Representatives Act in 1918 that some women were granted the right to vote.At last, women's right to vote was no longer a slogan but turned into white and black letters in legislation. The establishment process of legislation is the result of many factors, including the promotion of women's election campaign and the need of political party development.Parliamentarians constantly propose, debate and vote for women's right to vote.Although the process is bumpy and tortuous,it is only after many efforts that women's right to vote is initially established in legislation, and it has been until the "Law on Equality between Women and Men" of 1928.The publication of the novel completely solved the historical problem criticized by later generations. The solution of women's right to vote has also completed the final shaping of the modern British electoral system.Women's right to vote,as an undoubted right nowadays, has been a long-standing debate in Britain. Why is it difficult for women to obtain the right to vote in Britain? What is hindering this democratic process? This paper attempts to take women's right to vote in Britain as the research object, aiming at exploring the reasons and process of its establishment in legislation, thrust and resistance, change and development, and finding the basis for the existence of women's right to vote in the fog of history.
