The overburden of primary school students has always restricted the development of China's basic education,which has attracted the attention of the party and the government.The state has successively introduced a number of burden-reduction policies and regulations,and actively promoted students' burden-reduction work,but the actual effect of reducing the burden is not optimistic.Entering a new era,education reduction is still one of the hottest social topics.It is also the fundamental requirement for China to deepen education reform,accelerate the construction of education modernization,and run the people's satisfaction education.It is necessary to understand the current situation of implementation bias of the burden reduction policy,analyze the problem,prescribe the right medicine,effectively solve the practical dilemma of education reduction,and solve the biggest constraint of education development.This paper selects Lanzhou City's implementation of burden reduction policy as a research case,focuses on the implementation of primary school students' burden reduction policy,and adopts a semi-structured interview method,which is divided into five categories: education administrative workers,primary school teachers,primary school parents,primary school students,and counseling institutions.Conduct in-depth interviews.At the same time,the “three-level coding method” was used to encode the interview data,and a total of 20 secondary categories,4 main categories,and 1 core category were obtained: “The reason for the deviation of the implementation of the burden reduction policy”.According to the coding and analysis,the implementation deviation of the reduction policy for primary school students in Lanzhou is manifested in three aspects: “the implementation of the burden reduction policy is inconsistent with the policy content”,“the target deviation of the implementation of the burden reduction policy” and “the implementation of the burden reduction policy violates the policy spirit”.The deviation of the implementation of the burden reduction policy will bring about: "the burden of children is increased,the physical and mental health is affected,and the education gap is widened".Using the interest analysis framework and complex theory,further coding and discovery,the main reasons for the implementation bias of the burden reduction policy for primary school students are as follows: 1.The quality of the burden reduction policy itself,including the “policy objectives,the definition of the policy target group,and the policy value connotation” will cause the burden reduction.Policy implementation bias;Second,the implementation of the burden reduction policy,including "multi-party interest in the implementation of the policy,multi-stakeholder game,the main behavior of the choice of paradox" is the most important factor causing the deviation of the implementation of the burden reduction policy;Regional factors for policy implementation,including the implementation of “scenarios and locations,specific regions,historical-institutional factors”,will also have an impact on the implementation of the burden reduction policy.Finally,combined with the implementation status and reasons analysis of primary school students' burden-reduction policy,focusing on the implementation of valuereduction policy,top-level system design and specific implementation process,this paper puts forward the improvement strategy of the implementation bias of primary school students' burden reduction policy: First,focus on value leadership and strengthen top-level design,from the three aspects of “playing the role of public value,constructing a comprehensive model for reducing the burden of primary school students,and improving the top-level design of the burden reduction policy”,the top-level value and institutional improvement are carried out.Second,the implementation process is standardized,and the policy environment is optimized,that is,the implementation of key regulatory burden reduction policies.The process creates a good policy implementation environment,including improvement measures such as “building a communication and consultation platform,improving the supervision and guarantee mechanism,creating a good policy environment,and transforming the concept of backward education”.
