A Study On The Performance Evaluation Of Reconstruction Project In Shilidian Culture Lane,Anning District,Lanzhou City

The transformation of shanty towns is a people-favored project initiated by the Chinese Government to transform urban dilapidated houses,aiming to progressively improve the housing conditions of families.It is considered as the most important and significant project of people's livelihood and development in recent years.However,considering the demolition difficulties,long construction period,low supporting funds and low profitability,it is still a huge and complicated project.In the 19~thh National Congress of the Communist Party of China,General Secretary Xi Jinping clearly pointed out that“from now to 2002,it is a decisive period for building a well-off society in an all-round way”.As an important part of building a well-off society.At present,with the in-depth development of shantytown transformation,many new features begin to appear,such as the increasing of the project numbers,transformation area,and the number of people.Meanwhile,the project is also challenged by the increasing funding gap,uneven distribution of benefits,and weak risk management,and insufficient sustainable development.If these problems cannot be solved in time,it will seriously affect the successful implementation of the project.Therefore,it is urgent to improve its performance evaluation level through the performance evaluation of shantytown transformation projects.Only in this way can we truly find and,solve problems.This paper takes the transformation project of Shilidian Culture Lane shantytown in Anning District of Lanzhou as the research object.On the basis of extensive investigation and analysis of its current situation and existing problems,this paper also makes the full play of previous literature to analyze the comprehensive performance evaluation of transformation projects in different provinces and cities.Combined with the actual project,this paper also introduces a balanced scorecard method to construct a performance evaluation index system.The original four financial dimensions,such as customer dimension,internal process dimension,learning and growth dimension were revised and expanded into“financial management dimension,stakeholder dimension,risk management dimension,and sustainable development dimension”.Meanwhile,it also correspondingly constructs secondary indicators.At the same time,the indicators are quantified by the analytic hierarchy process and fuzzy comprehensive evaluation.According to the results of performance evaluation,this paper believes that the project has effectively improved the housing conditions of local residents,eased the binary contradictions within the city,improved the comprehensive carrying capacity of Anning District,and promoted economic growth and social harmony.However,in the process of performance evaluation,it is found that there are many deficiencies in the process of shantytown transformation.Then,this paper puts forward corresponding countermeasures and provides reasonable references for the future shantytown transformation work and performance evaluation in the backward areas of Northwest China.
