Pilot Study On Reform Of Shenzhen Statutory Body Under The Background Of Institution Reform

As a social serviceorganization,institutions have special significance and value.However,with the continuous development and improvement of the socialist market economic system,and the traditional society gradually transforms into a modern society,some of the drawbacks in the institutions are gradually exposed,such as political affairs are not divided,the mechanism is not active and the position is not clear.As a result,the rules of economic operation will be disturbed and the rational allocation of social resources will be destroyed.Therefore,in order to respond to the call of the party and the state,promote the modernization of the national governance system and governance capacity,improve and develop the socialist system with Chinese characteristics,it becomes very important to deepen the reform of institutions.With the reform of institutions as an entry point,the introduction of statutory bodies is the most appropriate choice for the reform of public institutions.This paper first analyzes the relevant background of the reform of public institutions,and at the same time does some research on statutory institutions,and concludes that the reform of public institutions is the entry point.In 2010,Qianhai Administration,the first statutory body in mainland China,was established in Shenzhen.Through continuous exploration,Shenzhen has gained relevant experience in the research of statutory bodies.The introduction of statutory institutions is the most appropriate choice for the reform of public institutions.Through the research on the statutory bodies in Shenzhen,this paper summarizes the basic situation of the statutory bodies in Shenzhen and finds out the problems of the statutory bodies in Shenzhen: the types of institutions that apply to statutory bodies are inaccurate,the system is imperfect,and the development plan isunclear and operational efficiency and flexibility is inadequate.At the same time,the reasons are analyzed: the subsidiary type of the legal person is not solved,the constraint of the prior system is large,and the social environment does not match.Finally,by drawing on the experience of the statutory bodies in Hong Kong and Singapore,the paper puts forward four suggestions for improving the pilot of the statutory bodies in Shenzhen.
