Research On The Reform Of Statutory Agency Under The Background Of Government Management Innovation

Statutory agency have flourished since rise of the New Public Management Reform in the 1980s, an organizational form that has gained in popularity in Singapore, Chinese Hong Kong and Western industrialized countries (regions), where they have played an extremely significant role in the process of public management. In recent years, as a novel organizational structure, Statutory agency received attention from some public agencies in China, and there has been in-depth investigation into this particular organization form. The main interest has been focused on the translation of its mode of functioning, the promotion of reform on administrative regimes, and the realization of innovative national governance. Indeed, a number of Guangdong cities, e.g., Shenzhen and Shunde, have launched their experimentation in this respect.This article combines multiple methods, e.g., bibliographic analysis, case studies, comparative analysis and institutional analysis, to review the context of Statutory agency, their development stages and typical modes. Moreover, focusing on the case of Shunde, the author analyzes the performance, achievement and limitation of Statutory agency in the area. The empirical analysis shows that, compared with government departments, public institutions and non-governmental organizations, Statutory agency, as a new organization form and structure, possess a number of virtues, being more flexible, independent, and transparent, etc. Thus, Statutory agency represent a valuable organization form for enhancing public management and public service delivery.The article analyzes the limitation of Statutory agency in Shunde and the potential reasons, then the author summarizes other districts’experience in establishing Statutory agency, and proposes specific suggestion as to how to promote and further the reform on this new organization structure in Shunde. The main argument is that, the reform on Statutory agency has to return to the original purpose of the experimentation. By doing so, we can apply their advanced ideas and core values to the improvement of the latter, a new paradigm that has the potential to promote its development.
