With the background of high speed economy,the number of overseas investment project is increasing with passing day.At the same time,the probability of overseas investors suffer from the political risk of host country is also increasing.In order to protect the local investors' interests,overseas investment insurance system comes into being.Due to the risk of the political risk is so frequently,and sometimes,handling the political risk refers to sovereignty of state.With a law to solve the political risk is an effective way to political risk.So making a proper overseas investment insurance system is the key to deal with political risk.Our overseas investment insurance system was made in 1980 s,but the speed of development is so slowly,and from now on,our country still have not made the overseas investment insurance system.The key point of this paper is to learn from the advanced experience of overseas investment insurance system in developed countries,and put forward to the targeted shortage and perfect measures according to the shortage of our overseas investment insurance during the process of development.The idea of writing is as follows: firstly,this paper mainly overview the factors of the overseas investment insurance and the political risk.Secondly,this paper will analyze the overseas investment insurance in typical developed countries and the function of the Multilateral Investment Guarantee Agency overseas investment insurance system during the process of development.Lastly,this paper will pay more attention to analyze the shortage of our overseas investment insurance services and give the solved measures.Establishing a proper and catching-up-with-the-internationallevel overseas investment insurance system can protect our overseas investors' rights effectively.No matter in a country layer or an overseas investors themselves,both of them must take full advantage of overseas investment insurance,which is an effective way to maintain the safety of our overseas investment project.A perfect overseas investment insurance system is a key link for our investor to going-out.
