Research On Operational Mechanism Of Provincial Counterpart Support In The Context Of Precision Poverty Alleviation

Counterpart support is a pioneering policy arrangement with Chinese characteristics in order to narrow the gap between regions and promote the development of minority areas.From the point of view of the main body of assistance,counterpart support can be divided into provincial counterpart support,provincial(regional)counterpart support,ministry counterpart support and central enterprises and institutions counterpart support.This paper focuses on Provincial(regional)counterpart support.Realizing the development from "extensive" support to "precise" support has become an inevitable direction for the implementation of counterpart support.Provincial counterpart support is a vivid manifestation of the concretization and precision of broad counterpart support.Based on the actual situation,the provinces(regions)with unbalanced development and more poverty-stricken areas in our provinces(regions)have formulated policies to support the poor and backward cities,counties and townships by their counterparts with more developed economies.Combining with the current background of poverty alleviation and precise poverty alleviation,they constantly innovate and improve the contents and forms of support so as to help the backward areas get rid of poverty and coordinate the regional economic balance.Strong measures for development.However,how to solve the old problems of counterpart support,such as the impaired enthusiasm of the supporters and the unsustainable implementation of the policy under the new situation,is still a difficult problem that we need to study and solve.This paper attempts to establish a systematic long-term operation mechanism of counterpart support in provinces(regions),on the basis of summarizing the existing research on the operational mechanism of counterpart support,starting from the logical point of organizational coordination mechanism and feedback mechanism,starting from theincentive mechanism contained in organizational coordination mechanism,the "four in one" linkage management mechanism and organizational system of decision-making,execution,supervision and coordination,the objective mechanism contained in feedback mechanism,the distribution of benefits,incentives and performance appraisal.“The three-in-one" dynamic mechanism and restraint mechanism,starting with six sub-mechanisms,refines the content of the mechanism,and constructs the path choice of long-term mechanism of counterpart support in provinces(regions)under the background of precise poverty alleviation.
