Research On Corruption And Its Governance Mechanism In The Field Of Precise Poverty Alleviation

Precise poverty alleviation is an important strategic measure for finish building a moderately prosperous society in China.The successful implementation of this strategic initiative is not only related to the smooth realization of the "Two Centenary Goals",but also to the consolidation of ruling status of the Communist Party of China and the long-term stability of the country.However,as poverty alleviation resources,projects,and policies are continuously injected into the grassroots society,a large number of corruption problems have emerged in the grassroots society in the process of improving the production and living conditions of the poor.These problems has further widened the gap between the rich and the poor in poverty areas,then eroding the effectiveness of poverty alleviation policies.At the same time,the corruption undermines the relationship between the party and the masses and damage to the government credibility.The process of tackling corruption can not only ensure the smooth implementation of the precise poverty alleviation strategy,but also have a positive effect on the social governance of poverty areas and the implementation of the rural revitalization strategy.This study selects the typical corruption cases published on the website of the State Council Leading Group Office of Poverty Alleviation and Development as a research sample.And combining the precise poverty alleviation mechanism,we proposes an analysis framework that combines bureaucratic management and control logic with unit governance logic.We also explored the causes,behaviors,and typical characteristics by this analytical framewok.Through case analysis,it is found that some corruption in the field of precision poverty alleviation occurs in the government department of county-levels and townships.And a large number of corruption problems have occurred in grassroots mass self-governing organizations.The methods involved in these corruption issues include fraudulent acquisition,embezzlement,misappropriation,rent-seeking and favouritism.These cases show the typical characteristics of “micro-corruption” and conspiracy-type corruption.And the time involved in corruption is relatively long,the poverty alleviation work field involved in corruption is relatively more.This paper explores the internal and external factors of corruption in the field of precision poverty alleviation and proposes a theoretical explanation for the logical mechanism of corruption: in the grassroots poverty alleviation field,external conditions,like the imperfect management system of poverty alleviation funds and project,the lag of poverty alleviation supervision,and the barriers to bureaucracy in the grassroots society,has weaken the management and control ability of higher levels of government and strengthened the ability of poverty alleviation cadres and units to self-governing,which providing the possibility for the corrupt subject to pursue private interests.Under the influence of these external conditions,the variable,which obtained by poverty alleviation units in the process of poverty alleviation,including the information superiority,the resource limitation,the obedience to authority,the lack of incentives and the relational governance,has become internal factors of corruption,which used by some poverty alleviation cadres who with a weak sense of integrity to engage in corruption.Under the combined effect of internal and external factors,corruption presents typical characteristics and evolutionary forms of the field.Facing the unique political ecology situation of grassroots society and the particularity of the mechanism of corruption-related cadres at the grassroots level,this paper proposes a series of governance mechanisms,including: improve the management mechanism of poverty alleviation process,improve the supervision mechanism of poverty alleviation cadres,improve the guarantee mechanism for the anticorruption rights of the grassroots,establish a honesty and self-discipline mechanism for poverty alleviation cadres,etc.We look forward to promoting the accurate and effective implementation of poverty alleviation policies on the basis of strengthening the punishment and prevention of corruption in the field of poverty alleviation.
