As a common product of urban modernization and the vigorous development of information technology,smart cities can not only improve the living environment and quality of life of the human urban community,but also help to improve the operational efficiency of urban resources,elements and information,and promote the economic and social development of the city.Although the value and utility of smart cities is beyond doubt.However,exploring the development path of smart cities suitable for China's national conditions,and examining the advantages and disadvantages of different development paths,it is necessary to conduct research.As the largest urban belt in China,the Yangtze River Delta region is the largest economic,social and cultural development pole,and it is ahead of the inland in both urbanization rate and scale.Under the strategic background of vigorously promoting new urbanization,“One Belt and One Road” construction and regional economic integration,the Yangtze River Delta region is vigorously exploring the construction of smart cities.Therefore,the Yangtze River Delta can be used as an important case to study the development path of smart cities in China.This paper focuses on the development path of smart cities in the Yangtze River Delta region,and combines the research methods of smart cities such as Nanjing,Wuxi and Ningbo by using methods such as literature research,case analysis and comparative analysis.It is concluded that there are three types of smart city development paths in the Yangtze River Delta,namely,government-led governance,market-led development,and government-market integration.But these three types face different logical dilemmas-such as policy island dilemma,resource allocation dilemma and negative external dilemma.In this regard,this paper believes that the government-led governance-based smart city development path should strengthen top-level design and policy coordination,and strengthen process management;market-oriented development-oriented smart cities should improve regional investment and financing systems,and promote the reform of the management of the service and the environmental optimization of business policies;The government and the market should pay attention to the development path of the people's livelihood-based smart city.We should vigorously develop social organizations and improve the urban democratic decision-making system and the multi-disciplinary system.
