Study On The Disclosure Of Government Information In Social Security Emergencies

With the continuous development of economy and the continuous progress of society,all kinds of potential contradictions and problems will become increasingly prominent,and the frequent occurrence of emergencies has become an unavoidable problem for the government and the people.Emergencies are divided into four categories: natural disasters,accident disasters,public health and social security.This paper mainly studies the frequent and influential social security emergencies in recent years,because this kind of events have the characteristics of sudden,artificial,destructive and so on,which will cause harm to the safety of people's lives and property.And can cause social unrest.When the incident occurs,the disclosure of government information plays a key role in whether the problem can be dealt with efficiently,and the government sends it out in a timely and accurate manner.The distribution of relevant information about social security emergencies is conducive to curbing rumors,stabilizing the hearts of the people,and enhancing the credibility of the government.And because today we are all in the background of the information age,the people also attach more importance to the right to know,in the event of social security emergencies,the government should fulfill its legal obligations and respect the people's right to know.Let the people take the initiative to cooperate with the work of the government,so in the event of such incidents,the disclosure of government information is an indispensable link,which is an important way to improve the efficiency of the government.A transparent and open government is the one that really serves the people.The Regulations of the Government of the People's Republic of China on Disclosure of Information were promulgated in 2008 and amended in 2019,which shows that our government has made some progress in information disclosure,but the research on government information disclosure in social security emergencies in our country is still in its infancy.Due to the influence of many factors,our government still has some shortcomings in the aspect of information disclosure,which requires us to continue our efforts to build a perfect government information disclosure system for social security emergencies.Based on the theory of right to know,the theory of information communication and the theory of 4R crisis management,this paper studies the disclosure of government information in social security emergencies through comparative research,literature analysis and case study.In recent years,scholars have done a lot of research on government information disclosure in crisis management,but there are not many emphasis on government information disclosure in social security emergencies.This paper defines the related concepts,characteristics,information disclosure concepts and principles of social security emergencies,combined with typical cases,focuses on the analysis of its existing problems,analyzes the causes,combined with foreign experience,gives the corresponding countermeasures.This paper is divided into The first part is the introduction,which mainly includes the research background,purpose and significance of the topic,the present situation at home and abroad,the research content and the research method.The second is to introduce the basic theory of social security emergencies and government information disclosure,including the related concepts,theoretical basis,the principles and necessity of government information disclosure.The third is to explain the problems and causes of government information disclosure in social security emergencies,taking PX incident,Shanghai Bund stampede incident,"Lianyungang anti-nuclear" incident,Haikou violent demolition incident as examples.Fourth,it expounds the disclosure of information by the governments of developed countries in social security emergencies.Practice and experience.Fifth,on the basis of the study of the public information of government information in the emergency of social security,the corresponding countermeasures are put forward.In general,that government of our country should pay more attention to the public information of government,in such an era of information developed,to give full play to the government's function,to deal with the issue of information disclosure in the emergency of social security,and to stabilize the social order.
