The Study Of Government Information Disclosure For Emergencies In Internet Age

With the continuous development of politics and economy and the transition of social structure, various aspects of the reform are constantly deepening, exposed contradictions in society have become increasingly prominent, for various types of emergencies has become more frequent. Due to the sudden and devastating of the unexpected events, it will form a huge threat to life and property safety of public, and seriously affect the social stability and unity. It had caused huge losses to the general public lives and property and the whole society such as the landslide events occurred in Shenzhen in December 2015, the explosion occurred in Tianjin New Area in August 2015, the "Eastern Star" shipwreck occurred in June 2015 and so on. Information has played a very important role in dealing with emergencies in the process, government departments publish the emergency information timely and accurately will beneficial to the public to keep abreast of all aspects of the emergencies, it also can curb rumors, maintain social stability, at the same time it is able to provide feedback for government, to ensure scientific and democratic of the response measures of emergencies, and to promoting incidents solved effectively. This paper is mainly divided into six chapters to study the all aspects of the situation of Government Information Disclosure in emergency.The first chapter is an introduction. In the introduction part we firstly introduces the background and significance of the research topic, and then the research status about the Government Information Disclosure in emergency, finally, we give a brief summary about the content, methods and ideas of this research.The second chapter is the study of government information disclosure in incidents, including the principles, requirements and significance about the government information disclosure in incidents. By analyzing all aspects, we defined the government information disclosure in incidents as three aspects:release of information, collecting and feedback of information and sharing of information resources. Government in disclosuring the information in responding to emergencies must timely and initiatively, it also must people-oriented and to ensure the authenticity of the information, but also to correctly guide the public and to actively assume various responsibilities. Finally analyzes the significance of the Government Information Disclosure in emergency from the public, government and social three levels respectively.The third chapter is the status of government information disclosure respond to emergencies. First, outlines the development process of information disclosure our government to respond to emergencies since the founding of New China, and divided into three stages:confidential for stable stage, gradually open stage and active public stage. Secondly we introduced the way of information disclosure in the process of Chinese government to respond to emergencies: government official portal, socialization network platform, the traditional mass media and press conference. In addition to we grouped the motivation of our government for emergency information disclosure into four areas:the development of democracy, advances in information technology, constantly improve the cultural quality of the public and the government itself. Finally, we use typical cases to making correlation analysis about the specific practices of government information disclosure in emergency.The fourth chapter is the problems of our government information disclosure response to emergency. This chapter first analyzed the current problems of our government information disclosure to respond to emergencies from a legal perspective, the level of awareness of open government information, the government’s own information disclosure system level, and the media level. And it analyzed the challenges our government information disclosure to respond to emergencies from three aspects:the public attitude, timeliness of information and to distinguish the information.The fifth chapter is the practices and inspiration of developed countries government information disclosure respond to emergencies. First introduced the practice in the United States, Britain and Japan to respond to emergencies, and then summed up the enlightenment to China from three aspects:improve relevant laws and regulations, set up a special agency responsible for information disclosure and make full use of new technology.The sixth chapter is the measures about government information disclosure to respond to emergencies in the Internet era. The first is to improve the relevant laws and regulations of government information disclosure response to emergencies, providing legal protection for government information disclosure. Secondly, the government should change the concept of information disclosure, timely and initiatively communicate with the public. It also must to set up a special agency responsible for emergency information disclosure, but also must improve the way of information disclosure, to improve the spokesman system to giving full play of the news conference function at the Government Information Disclosure. Finally, we should strengthen the norms and guidance of the news media, letting the news media’s role played timely and effectively in emergency government information disclosure.
