Research On The Regulation System Of Internet Lottery Sales

With the maturity of Internet technology,we have entered the Internet era.The integration of Internet and lottery gives birth to a new sales mode of selling lottery tickets through the internet.Because of its convenient and fast way of purchase,it is loved by many lottery buyers.The total amount of lottery tickets sold on the Internet has doubled year by year.By 2014,the amount of lottery tickets sold on the Internet has reached the lottery year.More than one fifth of the total sales have broadened the sales channels for China's lottery industry,and also raised more funds for the development of China's welfare and sports undertakings.In April 2015,the eight ministries and commissions jointly issued a letter,which made it clear that the sale of lottery tickets on the Internet should not be unauthorized without approval.However,large gambling companies and individuals outside the country take this opportunity to illegally sell lottery tickets on the Internet by setting up websites and mobile phone application software at home,transferring a large amount of funds overseas,seriously threatening the national economic and financial security;and some small Internet enterprises,driven by their interests,use various means to evade the policy red line for illegal sales.All acts embezzle the monopoly interests of the state for lottery tickets.Firstly,this paper elaborates the related concepts of Internet lottery sales;secondly,it combs the development process of the supervision of Internet lottery sales.Through the interpretation of laws and regulations such as the Regulations on the Administration of Lottery Tickets and the Interim Measures for the Administration of Internet Lottery Sales,the legal issues in the supervision system are analyzed from the legislative issues,the use of the Internet to crack down on illegal sale of lottery tickets.Chaotic supervision and lack of effective supervision of Internet lottery public welfare funds are refined and analyzed.Referring to the relevant experience of other countries,this paper provides some suggestions for the reform of the regulation system of Internet lottery sales in the future,hoping to help the development of China's Internet lottery sales industry and seek to build a regulation system of Internet lottery sales to meet the needs of the times.
