Research On The Role Played By Government In Cultivating New R&D Institutions In Zhenjiang Under Innovation Drive

According the Outline of National Strategy of Innovation-Driven Development and the 13 th Five-Year Plan on National Science and Technology Innovation launched in 2016,"developing new market-oriented R&D institutions" was started in the two documents,which indicates that the new R&D institutions have become the important contents of innovation drive.In the 2018 government work report,the new R&D institution was officially proposed for the very first time.This makes the R&D institution turn to be the new engine for cultivating emerging industries in urban area.In 2016,Zhenjiang City adopted “new research and development institutions” as a new ability to accelerate the improvement of independent innovation.On this basis,Zhenjiang achieved certain fruits in short term,but also encountered lots of problem during this process.Therefore,it is urgent for the government to optimize the cultivating policies for the new R&D institutions,thus to explore new development thoughts adapting to the demands of industrial upgrade and transformation towards new R&D institutions.Based on the development strategy of China's innovation drive as the research background,in Zhenjiang new research and development institutions as the research object,in this paper,on the basis of relevant theories,this paper analyzes the present situation and the development of Zhenjiang new research and development institutions evolution,and analyzed through the analysis of the attribution of the government abuses existing in the current implementation of cultivation management mechanism.Based on the requirements of innovation-driven strategy,this paper studies and designs the countermeasures and Suggestions for the cultivation and development system of new R&D institutions,and finally discusses the relevant guarantee conditions for the effective operation of the cultivation system.The main research conclusions of this paper include :(1)local governments play a major role in the cultivation and development of new research and development institutions,including guidance,organization,supervision,support and guarantee,etc.,to provide a good cultivation environment for new research and development institutions;(2)based on the requirements of reality and feasibility,the new cultivation management system should set objectives and strategic principles around the requirements of innovation-driven development strategy,from the top-level government planning to the introduction and establishment of targeted management mechanisms and policies,so that new research and development institutions can really play the role of innovation carrier;(3)the effective implementation of the cultivation and management system of new research and development institutions needs some supporting conditions,including: ideological and publicity guarantee,policy guarantee,capital guarantee,talent guarantee,supporting public facilities guarantee and information guarantee,etc.
