With the rapid development of China's social economy, the extensive and unrestrained development model has also paid a huge price. The natural environment on which people rely is being destroyed, the crises caused by environment pollution is frequent, environment problems have become the focus of attention of the whole society. As the environment has become more aware of environment protection in recent years, more people are beginning to try to participate in the process of formulating, implementing, evaluating and supervising environmental policies in order to defend their environmental rights.Especially with the rapid development of the internet in the new media era,the internet has become a more convenient, fast and interactive platform for public participation in environmental governance. The ways of public participation in environmental governance have been enriched and many new problems have been derived. How to find an effective way of public participation in environment governance to enhance the public's participation is a problem that needs to be solved urgently. It is also the direction of this article. This paper first explores the mechanism of public participation in environmental governance, and compares the traditional ways and methods, and sorts out the new features of public network participation in environmental governance in the new media era.In the second part, this article takes the Beijing PM2.5 incident as a typical case to explore the concrete implementation path of public participation in environmental governance. The third part is based on previous research, uses Xiamencity as a survey sample, and uses online questionnaires. The new characteristics of the current state of public participation in environmental protection and governance behavior, such as cognitive status, basic attitudes, participation, and ways of participation, are combed to discover the current “high concern, low participation, and blind participation” of public participation in environmental governance. The network NGO organization lacks effective supervision and other issues, and further explores the possible reasons for the existence of the problem from the perspectives of the public's own capabilities, education, government systems, and supervision. This puts forward strategies and suggestions for optimizing public participation in environmental governance, such as optimizing government administrative methods, improving public participation in environmental governance laws, enhancing public participation awareness and capabilities, and improving the institutionalization of public network participation.
