The Research On The Impact Of Electronic Participation On Government Decision-making Under The Background Of "Internet Plus Government Affairs"

With the further promotion of Internet + government services,the advantages of the Internet,such as interaction,convenience and flattening,have promoted the effective governance and scientific decision-making of the government.Internet thinking,which focuses on user orientation and user experience,further influences the improvement of government administrative ability,and build a new pattern of government affairs involving the government,enterprises and the public.At the same time,the rise of civil society and the popularization of Internet technology have already broken the monopoly of small-scale decision-making by the government.Public participation in government decision-making through information and communication technology has become a major trend.In recent years,electronic participation has been developing continuously,the enthusiasm of public participation has been increasing,and the public's right to know,participate and supervise has been further guaranteed.However,there are few theoretical studies on the impact of electronic participation on government decision-making,which is not conducive to ensuring the effectiveness of electronic participation.This paper takes Zhejiang Province as an example to illustrate the implementation of e-participation in Zhejiang Province by descriptive research method,and analyzes its characteristics and hierarchical evaluation.On this basis,it studies the positive impact and limitations of e-participation on government decision-making and draws the following conclusions: First,According to the five-type hierarchical model of e-participation,At present,Zhejiang Province has good practice in E-informing,E-consulting,E-involving,and has good practice in E-collaborating,but it has not yet penetrated into the level of E-empowering.Second,It is believed that electronic participation has a positive impact on government decision-making,which is manifested in the effective optimization of government decision-making process,the adjustment of government decision-making subjects and organizational structure,the improvement of government decision-making system and the promotion of scientific decision-making.Thrid,At present,electronic participation has some limitations in decision-making,such as the limitations of electronic participation as a tool and informal system,and the restrictions of "digital divide".Fourthly,in view of the limitations of e-participation,it is proposed that government departments should break through the "digital divide",strengthen government response,introduce online negotiation system,accelerate the legalization of policy recommendations to further ensure the effectiveness of e-participation,and enhance the level of e-participation development in Zhejiang Province.
